About this opportunity
The Orange County Transportation Authority is requesting proposals for a comprehensive transportation framework, service plan, and capital needs assessment in preparation for the 2028 Summer Olympic and Paralympic Games in Los Angeles, with proposals due February 11, 2026 at 2:00 p.m. This is a Federal Transit Administration–funded project with a budget of $950,000 over a twenty-month term (May 1, 2026 through December 31, 2027). No Disadvantaged Business Enterprise participation goal has been established, and DBE commitment is not required as a condition of award.
The consultant must deliver five major work products: a Transportation Framework Report establishing foundational strategy and planning context; a Comprehensive Service Plan addressing multimodal integration, route and schedule optimization, ridership demand modeling, resource forecasting, and staffing; an Infrastructure and Capital Needs Plan with conceptual designs and cost estimates for facility upgrades; stakeholder engagement coordination and materials; and a Budget and Funding Plan documenting operational costs, capital project summaries, and funding strategies. The scope encompasses Olympic venues including the Honda Center in Anaheim and Trestles Beach in San Clemente, with service integration coordination involving LA Metro, Long Beach Transit, Metrolink, Caltrans, and local agencies. The consultant's Project Manager serves as the primary point of contact, providing weekly status reports, monthly invoices, and monthly progress reports. All deliverables must be provided in formats compatible with OCTA's software systems and comply with Americans with Disabilities Act regulations.
Proposals will be evaluated on Qualifications of the Firm (20 points), Staffing and Project Organization (25 points), Work Plan (30 points), and Cost and Price (25 points). The contract is structured as a time-and-expense agreement with fully-burdened hourly rates for five labor categories: Principal, Project Manager, Principal Planner, Senior Planner, and Planner/GIS Analyst, with separate Year 1 (May 1, 2026–April 30, 2027) and Year 2 (May 1, 2027–December 31, 2027) rates. Proposals must remain firm for 120 days from submission.
A mandatory pre-proposal conference is scheduled for January 21, 2026 at 11:00 a.m., available in-person at OCTA's Administrative Office in Orange, California and via teleconference. Questions are due January 28, 2026, with OCTA responses by February 4. Interviews are scheduled for March 3, 2026. Best and Final Offers are due March 10, 2026 as needed. Board of Directors approval is anticipated April 13, 2026, with contract execution targeted for May 1, 2026.
The consultant must maintain Commercial General Liability insurance ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation as required by California law with Waiver of Subrogation, and Employers' Liability ($1 million per accident and per disease). OCTA, its officers, directors, and employees must be designated as additional insureds. Proof of insurance is due within ten calendar days of the agreement's effective date prior to work commencement.
