About this file

This is an internal email chain among Orange County Transportation Authority (OCTA) staff members regarding funding and federalization decisions for the Los Angeles 2028 Olympics Transportation Service Plan and Capital Needs Assessment project. The project, valued at $950,000 over a twenty-month term, is scheduled for RFP release on July 14th. The email thread documents discussions between Ben Ku (Section Manager, Formula Funding Programs), Charles Main, Gina Torres (Senior Contract Administrator), and other stakeholders concerning whether to maintain federalized procurement status despite the absence of current federal funding.

The project funding consists of $600,000 in Mobile Source Air Reduction Review Committee (MSRC) funding and $350,000 in State Transportation Improvement Program (STIP) Predictive Performance Monitoring (PPM) funds. Although STBG (Surface Transportation Block Grant) funding of $381,000 was removed from the project, OCTA staff determined that procurement should remain federalized to preserve the option of applying federal funds to the project in the future. Ben Ku indicated that STIP PPM funds are state-only but still recommended maintaining federalized status. Gina Torres requested clarification on whether specific funding amounts must be listed in the procurement documents or if a general reference to MSRC and State/Federal funding sources would suffice, and she noted the need to reject and revise requirement R000889 to update funding source instructions.

Yes, we will still release July 14th.

I understand you want to keep the procurement federalized, although technically there are currently no true Federal funds.

It seems there would be no need to add any additional provisions to the proposed agreement. Please confirm this is accurate.

I will also need to reject the req R000889 to send it back to you to update the instructions regarding funding sources.

Thank you, Gina Torres | Senior Contract Administrator Contracts Administration and Materials Management Orange County Transportation Authority

Hi Ben, Thank you for the update. I was not aware of MSRC funding, just the original breakdown between STBG and STIP PPM.

Gina, let us know if you need anything else regarding the funding language. I will make edits to the scope.

Are we still targeting July 14th to release the RFP?

Thanks, Charles

From: Ben Ku <bku@octa.net> Sent: Tuesday, December 30, 2025 2:05 PM To: Charles Main <cmain@octa.net> Cc: Iris Deneau <ideneau@octa.net>; Gina Torres <gtorres@octa.net>; Adriann Cardoso <ACardoso@octa.net>; Mina Kim <MKim@octa.net> Subject: Olympics Funding

Hi Charles, I talked to Adriann and we feel that the project should still be federalized.

The STBG of $381,000 was removed from the project but we haven’t had a chance to inform Rose about it, additionally it’s possible we may receive some other federal funds in the future that could be used for the project. So no need to preclude it from Federal Funds.

The STIP PPM funds are State only but again we feel it should be federalized. I was also just informed that the project has $600,000 in Mobile source air pollution reduction review committee (MSRC) funding. Are you aware of that? So it should be $600,000 MSRC, $350,000 STIP PPM.

Also for the funding amount, do we have to list the amounts? Can we just say the project will use MSRC and State/Federal?

Let me know if you have any questions Thanks
