About this opportunity

The City of Long Beach is soliciting bids on installation of a gateway sign system at Long Beach Airport under ITB R-7257, with bids due February 11, 2025 at 11:00 a.m. via the Long Beach Buys portal. A mandatory pre-bid meeting was held January 7, 2025; attendance was required for bid eligibility. The scope includes removal of existing landscaping, installation of a new gateway sign approximately 12 feet high by 125 feet long at the intersection of North Lakewood Boulevard and East Spring Street, concrete foundation, electrical infrastructure for lighting, irrigation system work, and new landscaping. All work must comply with the 2022 California Building Code, California Electrical Code, and Title 18 of the Long Beach Municipal Code.

Prime contractors must hold a valid California Class A General Engineering Contractor's license and either a combination of C-10 Electrical and C-45 Sign Contractor licenses or equivalent qualifications. Bidders must demonstrate a minimum of two similar signage projects completed since January 1, 2017. Contractors must self-perform at least 50 percent of total work; specialty items (gateway sign procurement/installation and lighting system) may be subcontracted without reducing the self-performance calculation.

The project is subject to a Long Beach Small Business Enterprise (SBE) participation goal of 9.65 percent, which cannot be satisfied by the prime contractor alone and requires subcontracting to certified LBSBE, VSBE, and/or LSBE firms. The project is also subject to a Citywide Project Labor Agreement establishing a 40 percent local hire goal, 10 percent transitional/veteran worker hire goal, prevailing wage requirements under California Labor Code Section 1720 et seq., and apprenticeship compliance. Bid security at 10 percent of the bid amount and performance and labor/materials bonds at 100 percent of contract price are required. The engineer's estimate is $800,000. Contract duration is 240 calendar days, including 60 days of mobilization. Council award is anticipated for April 2025. Addendum 2 (posted January 24, 2025) extended the bid deadline from February 4 to February 11, 2025.
