About this opportunity

The City of Wichita, Kansas is soliciting proposals under RFP #260275 for Location Intelligence and Visitation Analytics Services, with questions due November 18, 2026 and sealed proposals due December 18, 2026 at 10:00 a.m. Central Time. No set-aside is designated, but Small & Emerging Business Enterprise (S/EBE) program participation carries 10% of evaluation points.

The buyer seeks a vendor-hosted, cloud-based platform for multiple City departments, primarily Parks & Recreation and Arts and Cultural Services, covering visitation analysis, visitor demographics, custom points of interest (POIs), trend analysis, and data visualization. Parks & Recreation currently uses Placer.ai and requires approximately 147 defined properties, 150+ existing custom POIs, an estimated 100 to 200 additional POIs, six users, and about 30 property analyses monthly. Arts and Cultural Services anticipates 10 defined properties, 200+ custom POIs, and three to five users with daily and monthly reporting. Attachment B sets 16 general system requirements, 10 desired functional specifications, and 11 value-added items. The solution must comply with SOC 2 Type II or ISO/IEC 27001 standards, use encryption such as TLS 1.2 and AES-256, provide role-based access controls, and deliver only aggregated, de-identified data. Vendors must disclose material third-party data providers and subprocessors. Proposers must show at least three successful implementations of comparable solutions in municipalities within the past five years and provide references from similar-sized jurisdictions.

No contract value is stated. The term is one year with four optional one-year renewals. Cost proposals must cover implementation, subscription or licensing, training, support, and optional services, priced separately for Parks & Recreation only, Parks & Recreation plus Arts and Cultural Services, additional departments, and citywide enterprise access. The City requires a 25% holdback of total contract compensation until final acceptance, following a 90-day acceptance testing period.

Evaluation weights are functional and technical requirements at 30%, proposer experience and resources at 15%, customer support and warranty/maintenance at 10%, training and documentation at 10%, costs at 10%, and S/EBE participation at 10%. The remaining 15% covers a checklist (5%), hardware and software requirements (5%), and minimum qualifications and mandatory elements (5%).

Questions are due by 5:00 p.m. Central Time on November 18, 2026, with answers issued by addendum by December 2, 2026. Evaluation is estimated at 60 to 90 days, with City Council approval anticipated in April 2027.
