About this opportunity
The City of Wichita is requesting proposals for off-duty officer secondary employment management services for the Wichita Police Department under RFP #260237, with proposals due January 8, 2027 and written questions due December 4, 2026. No cost shall be incurred by the City; the service provider may be compensated by charging secondary employers a percentage for usage, program participant labor, or active management by the provider — the City explicitly rejects license fees or direct compensation.
The scope is a web-based platform enabling the Department's 711 commissioned officers to manage, schedule, and report secondary employment activities. Deliverables include a web-based scheduling system for officers to bid on opportunities, administrative functions for employer applications and payroll reporting, geofencing capabilities, mobile application with notifications and job details, tracking of asset and skill requirements, real-time job updates, and auditing and reporting functionality. The system must integrate with the City's existing TimeClock+ Manager and TimeClock+ WebClock payroll software via .csv or API file transfer and comply with Wichita Police Department Policy 213 governing off-duty work approval, reporting, and restrictions.
Proposers must demonstrate five years of experience providing similar services, understanding of industry standards and best practices, experience with comparable-sized and complex projects, municipal government experience (preferably), and capacity to obtain required bonds and insurance. Insurance requirements include Commercial General Liability ($1 million each occurrence / $2 million annual aggregate), Comprehensive Automobile Liability ($1 million each occurrence), Workers' Compensation to statutory requirements, Employers Liability ($1 million each accident), and Professional Liability ($1 million each claim / $1 million annual aggregate), with the City named as primary and non-contributory additional insured.
Evaluation criteria weighted across eight categories: ability to meet proposal terms (10%), project understanding and presentation (20%), technical qualifications and resources (20%), references and past performance (10%), technical support availability (10%), ease of use (15%), cost (5%), and Small & Emerging Business Enterprise program participation (10%). The contract term is one year with four one-year renewal options by mutual agreement; either party may cancel with thirty days' written notice. Proposal evaluation is estimated January through March 2027, with City Council approval anticipated in April 2027.
