About this opportunity

The Nevada State Board of Dental Examiners is soliciting proposals for comprehensive Lobbying Services through Request for Proposal BRDCOM-S3669, issued by the Nevada State Purchasing Division. The procurement seeks a qualified vendor to provide legislative monitoring, advocacy, and government relations services across nine primary task categories, including tracking bills and amendments affecting the Board and dental practice; conducting legislative advocacy and drafting bill language; building relationships with legislators and agency personnel; developing annual or biannual legislative strategy plans; forming coalitions with aligned organizations; supporting Board staff in testimony preparation; engaging with regulatory agencies during rulemaking; providing crisis management support; and delivering monthly written reports to the Executive Team. Key deliverables include meeting schedules and action summaries, stakeholder mapping documents, legislative strategy plans, coalition engagement plans, testimony and committee materials, regulatory tracking logs, issue response plans, and comprehensive monthly legislative update reports with bill status summaries and recommended Board actions. The submission deadline is March 11, 2026, at 2:00 PM Pacific Time, with a question deadline of February 27, 2026, and a reference deadline of March 10, 2026. Evaluation will occur March 11-17, 2026, with Notice of Intent estimated for March 18, 2026, and Notice of Award for April 13, 2026, with a contract start date of June 9, 2026. Evaluation criteria are weighted as follows: Nevada Professional Licensing Board Experience (25%), Healthcare-Related Policy and Stakeholder Experience (20%), Company Experience, Key Personnel, and Qualifications (20%), Approach and Performance Plan (15%), and Cost Proposal/Fee Structure (20%). The contract term is expected to be two years, subject to Board approval, with one contract award anticipated.

Nevada-based businesses receive a five percent preference pursuant to Nevada Revised Statutes 333.3351 to 333.3356, while vendors from states applying in-state preferences receive inverse preference consideration. All prospective vendors must be registered on nevadaepro.com, maintain a valid Nevada business license, and hold an active entity registration in sam.gov. The RFP documents do not specify an incumbent vendor, current contractor, or existing infrastructure requiring integration. All response terms and pricing must remain valid for a minimum of 180 days after the submission due date and throughout the contract term for the awarded vendor. Vendors must obtain and maintain comprehensive insurance coverage throughout contract performance, including Commercial General Liability ($2,000,000 general aggregate, $1,000,000 per-occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation with statutory limits and $100,000 Employers' Liability coverage, and Professional Liability/Errors and Omissions coverage ($1,000,000 per claim, $2,000,000 annual aggregate), with all policies naming the State of Nevada as an additional insured. The solicitation documents do not disclose a specific contract award value or budget range, requiring vendors to propose fee structures with total estimated annual costs as part of their cost proposals.
