Cost Schedule Summary
This Cost Schedule document is associated with Request for Proposal BRDCOM-S3669 issued by the Nevada State Board of Dental Examiners through the Nevada State Purchasing Division for comprehensive Lobbying Services. The procurement seeks qualified vendors to provide legislative monitoring, advocacy, government relations, and related services across nine primary task categories, including legislative tracking, bill advocacy, stakeholder relationship development, strategy planning, coalition formation, testimony support, regulatory engagement, crisis management, and monthly reporting. The submission deadline is March 11, 2026, at 2:00 PM Pacific Time, with a question deadline of February 27, 2026, and reference deadline of March 10, 2026. Evaluation is scheduled for March 11-17, 2026, with Notice of Intent estimated for March 18, 2026, and Notice of Award for April 13, 2026. The anticipated contract start date is June 9, 2026, with an expected two-year term subject to Board approval.
The Cost Schedule establishes pricing parameters and fee structure requirements for vendor proposals. Vendors must submit detailed cost proposals with total estimated annual costs as part of their responses, with all pricing and response terms remaining valid for a minimum of 180 days following the submission deadline and throughout the contract term. Cost Proposal and Fee Structure represents 20 percent of the evaluation criteria. Nevada-based businesses receive a five percent statutory preference, while vendors from states with in-state preferences receive inverse preference consideration. All prospective vendors must be registered on nevadaepro.com, maintain valid Nevada business licenses, and hold active entity registrations in sam.gov. Vendors are required to maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000 general aggregate, $1,000,000 per-occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation with statutory limits and $100,000 Employers' Liability coverage, and Professional Liability/Errors and Omissions coverage ($1,000,000 per claim, $2,000,000 annual aggregate), with all policies naming the State of Nevada as additional insured.
