About this file

This is an evaluation criteria document for a lobbying services contract opportunity issued by the Nevada State Board of Dental Examiners. The RFP seeks qualified bidders to provide comprehensive lobbying services as detailed in the Scope of Work, with evaluation based on five primary criteria weighted to reflect the agency's priorities and requirements for legislative advocacy support.

The evaluation criteria are weighted as follows: Cost/Fee Proposal (20%), which assesses total cost, fee structure options such as retainer versus hourly arrangements, clarity of included services, and rates for out-of-scope work; Nevada Professional Licensing Board Experience (25%), which evaluates demonstrated experience representing Nevada boards, commissions, or similarly situated public entities, along with understanding of Nevada Revised Statutes (NRS) and Nevada Administrative Code (NAC) frameworks and public-sector constraints; Healthcare-Related Policy and Stakeholder Experience (20%), which considers track records with health policy issues including scope of practice, licensing and discipline matters, patient safety, workforce development, and Medicaid/public health initiatives; Company Experience, Key Personnel, and Capacity (20%), which examines relevant firm history, qualifications of assigned lobbyists, organizational stability and coverage, availability during legislative sessions, and capability to staff hearings, work sessions, and rapid-response needs; and Approach and Performance Plan (15%), which evaluates the quality of proposed methodology for legislative monitoring, advocacy strategy, relationship management, coalition building, regulatory engagement, and monthly or on-demand reporting with specified responsiveness standards and deliverables.
