About this file
This is a Bid Questions and Answers document for Lobbying Services solicited by the Nevada State Board of Dental Examiners under Request for Proposal BRDCOM-S3669. The Board seeks comprehensive legislative monitoring, advocacy, and government relations services across nine primary task categories, with deliverables including legislative strategy plans, stakeholder mapping documents, coalition engagement plans, testimony preparation materials, regulatory tracking logs, and monthly written reports to the Executive Team. The question submission deadline was February 27, 2026, with a proposal submission deadline of March 11, 2026, at 2:00 PM Pacific Time. Evaluation was scheduled for March 11-17, 2026, with a Notice of Intent estimated for March 18, 2026, and Notice of Award for April 13, 2026. The contract term is expected to be two years, subject to Board approval, with an anticipated contract start date of June 9, 2026.
The Q&A document clarifies that the Board anticipates between one to six proposed Nevada Revised Statutes (NRS) changes for the 2027 and/or 2029 legislative sessions, with focus on statutory and regulatory reform rather than monitoring alone. Proposed initiatives include transitioning license expiration dates, correcting dental therapy exam requirements, aligning anesthesia permit regulations, and repealing outdated NRS references. The Board expects written communication primarily via email with occasional meetings for complex matters, with reporting cadence contingent upon the mapped-out plan and the selected lobbying firm's insights. Nevada-based businesses receive a five percent preference pursuant to Nevada Revised Statutes 333.3351 to 333.3356, and all vendors must maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Professional Liability coverage ($1,000,000 per claim, $2,000,000 annual aggregate). The RFP does not disclose a specific contract award value or budget range.

Bid Q&A for Export Report
| Bid Q&A | ||||
| QUESTION_NBR | CREATED_BY | QUESTION_SUBJECT | QUESTION_TEXT | ANSWER_TEXT |
| 1 | CIELLALV | Interim vs. Legislative Session Engagement Expectations | Can the Board clarify the anticipated level of engagement and responsiveness expected during interim periods compared to active legislative session, including any expectations regarding on-demand availability or reporting cadence outside of session? | The Board will have between 1-6 proposed NRS changes planned for the 2027 and/or 2029 legislative session. We would need to obtain a sponsor and obtain legislative support. Some NRS proposals include: 1- Transition license expiration date from June 30 to licensee DOB, 2- fix dental therapy exam requirements, lists an exam that does not exist as a requirement, 3- correct NRS and NAC anesthesia permit misalignment, 4- repeal three separate, outdated NRS references that are not applicable. Reporting cadence would be contingent on the mapped out plan established upon learning the initiatives and the Lobbying Firms insights. |
| 2 | CIELLALV | Regulatory Framework Modernization Objectives | The Scope of Work references potential regulatory framework modernization. Does the Board anticipate pursuing proactive statutory or regulatory reforms during the upcoming contract term, or is the primary focus legislative monitoring and issue mitigation? | There is looking for statutory and regulatory reform. We have one confirmed NRS proposed change and potentially four to six other NRS proposals to correct past errors that have lead to misalignments with NRS and NAC. |
| 3 | CIELLALV | Reporting Format and Strategic Communication Preferences | Reporting Format and Strategic Communication Preferences | Not sure the question. Most communication will be written in an email with occasional meetings to discuss more complex matters. |
