About this opportunity

Volusia County is soliciting proposals for lease, operation, and management of the Robert Strickland Shooting Range under RFP 26-P-133JJ, with proposals due October 7, 2026 at 3:00 p.m. and a non-mandatory pre-proposal meeting scheduled for September 23, 2026 at 10:00 a.m. at the facility.

The scope encompasses full operational responsibility for the 10-acre NRA-standard facility located at 1180 Indian Lake Road in Daytona Beach, including daily operations, staffing, programming, marketing, maintenance, and customer service. The County retains ownership of the land and facilities. The respondent must demonstrate fiscal and managerial capability and maintain comprehensive insurance coverage: Commercial General Liability at $2 million per occurrence and $4 million aggregate; Workers' Compensation complying with Florida law and $1 million per injury; Commercial Auto Liability at $1 million combined single limits; Excess Liability at $2 million per occurrence; and Property Insurance covering leasehold improvements and business personal property. Conditional coverage includes Cyber Insurance ($500,000) if credit card payments are accepted, Crime Insurance ($500,000) if the contractor collects revenues for the County, and Professional Liability ($1 million) if providing firearm instruction or certification programs. All policies must be issued by carriers rated A− or better by A.M. Best with Financial category size VIII or greater, must name the County as additional insured with primary and non-contributory status, include waivers of subrogation, and provide 30 days' written notice of cancellation.

The successful respondent will receive an initial five-year term with options for three subsequent two-year renewals; longer terms are available based on capital improvements. All renewals require mutual written agreement and County Council approval. Payments to the County begin upon contract completion and are made quarterly. The contractor may terminate with 120 days' written notice; the County may terminate with 30 days' notice. Questions are due September 30, 2026 at 11:59 p.m. The County reserves the right to reject any or all proposals and award based on best value rather than lowest price alone, and may request oral presentations from selected respondents at its sole discretion. Respondents must comply with E-Verify requirements, Florida public records disclosure obligations, human trafficking attestation, and boycott-of-Israel certifications.

Historical range staffing costs totaled approximately $307,500 in FY2026 (year-to-date). Recoil LLC holds a current master agreement for lead removal services through June 20, 2027.
