The Design-Build fee must encompass all secondary modifications triggered by local code compliance, including ground-view screening, ADA path of travel, exterior wall patching, and roof-perimeter flashing. Construction is anticipated to commence September 15, 2026, with substantial completion targeted for April 15, 2027.

Proposals are evaluated on a 100-point rubric: demonstrated expertise in energy-efficient retrofits (25 points), integrated team dynamics and design-build experience (20 points), schedule efficiency (15 points), references and past performance with at least three relevant commercial projects completed within seven years (10 points), and turnkey cost and value pricing (30 points). Cost is evaluated separately; the lowest-cost bidder receives 100 percent of cost points, with others scoring proportionally. Written questions are due June 18, 2026, by 5:00 PM MDT. Evaluations are scheduled for June 23, 2026; interviews June 24–26; and contract award is anticipated by June 30, 2026.
