The successful vendor will be required to provide a performance bond in the amount of 100% of the contract price per Utah Procurement Code 63G-6a-1103. Proposals must demonstrate demonstrated expertise in energy-efficient retrofits, including resumes for the Lead Architect, Principal MEP Engineer, and Construction Site Superintendent, with documented experience maximizing energy efficiency through R-30 envelope specifications, smart LED systems, and VRF controls while minimizing structural demolition and material costs. Bidders must provide a history of successfully executing single-point responsibility design-build projects on time and within budget, with proven track records of designing and constructing high-ROI commercial building envelopes and centralized multi-zone utility networks. At least three commercial office or public institution retrofit projects completed within the past seven years demonstrating unified design-build delivery must be documented with references from previous clients regarding punch-list management, change order minimization, and overall project performance.
