REQUEST FOR PROPOSALS (RFP)

PROJECT TITLE: Design-Build Services: Centralized Administrative Office Unification

RFP ISSUANCE DATE: June 3, 2026

PROPOSAL SUBMISSION DEADLINE: June 22, 2026, by 2:00 PM MDT

PRIMARY CONTACTS: Julie King, Board President & Matt Isaacson, Board Vice President

EMAIL ADDRESSES: jking@lakemtn.org and misaacson@lakemtn.org

1. PURPOSE & PROJECT OVERVIEW

Lake Mountain School District (the "Issuing Entity") is seeking competitive proposals from qualified, licensed Design-Build (DB) Teams (consisting of general contracting firms partnered with licensed Architectural and Engineering sub-consultants) to provide turnkey design, permitting, procurement, and construction/renovation services for a 20-year-old commercial office building.

The structure has an exact footprint of 14,696 square feet and was previously divided into four

(4) independent commercial tenant suites. The primary objective of this contract is single-point responsibility: to structurally, mechanically, and aesthetically unify the entire facility into a single, high-efficiency administrative headquarters under a single contract.

2. CORE DESIGN-BUILD OBJECTIVES & CONSTRAINTS

The selected Design-Build partner must balance three critical parameters throughout design and execution:

● Strict Cost Control & Value Engineering: The project delivery must favor value-engineered, readily available building materials and structural simplicity.

● Targeted Spatial Design vs. Building-Wide Refresh: Structural renovations and layout modifications must be kept minimal, focusing strictly on areas required for suite unification to reduce costs. Conversely, the entire 14,696 sq. ft. footprint will receive a comprehensive, uniform cosmetic refresh—including complete paint, 100% LED lighting retrofits, and comprehensive carpet/flooring replacement—to establish a clean, unified aesthetic.

● High Energy Efficiency & Product Longevity: Material and mechanical systems selections must prioritize low lifecycle maintenance, durable wear-layers, and high thermal resistance, yielding multi-decade operational savings for the district.

3. DETAILED SCOPE OF SERVICES (TURNKEY DELIVERY)

The selected Design-Build firm will be fully responsible for all architectural, engineering, demolition, and construction labor, materials, and municipal coordination.

Phase I: Integrated Design, Engineering, & Permitting

● As-Built & Space Planning: Conduct an on-site structural/utility assessment of the

20-year-old framework. Program the removal of select suite-separating demising walls to convert the footprint into an open-concept flow plate featuring a centralized reception, conference facilities, private offices, and common collaboration hubs. Ensure full ADA and current IBC compliance across all restrooms and main entry thresholds.

● Mechanical & Utility Loops Integration (MEP): Design and execute the transition of four separate utility infrastructure loops into a single, optimized network:

○ Mechanical: Replace redundant, aging units with a single, centralized, high-efficiency multi-zone HVAC system (e.g., VRF or high-SEER2 system) paired with a centralized Building Automation System (BAS).

○ Electrical/Data: Consolidate four separate meters into a single commercial distribution service panel. Design and wire a 100% LED lighting layout with automated occupancy sensors. Establish a centralized low-voltage Main Distribution Frame (MDF) server room.

○ Plumbing: Unify isolated plumbing lines and integrate high-durability, low-flow commercial fixtures.

● Exterior Site & Civil Infrastructure:

○ High-Performance Roofing: Detail and execute a complete tear-off and replacement down to the deck using a 60-mil White Thermoplastic Polyolefin (TPO) membrane roofing system with a minimum 20-year NDL warranty.

Mandate continuous above-deck rigid insulation targeting a minimum thermal value of R-30.

○ Parking Lot Reconstruction: Complete a full-depth reclamation or mill-and-overlay of the parking surface. Optimize parking capacity, map out traffic striping/signage, and integrate energy-efficient LED perimeter pole-lighting complying with Saratoga Springs’ 3000°K maximum color temperature and 1-footcandle boundary spill codes.

Phase II: Construction & Special Conditions

● Single-Point Coordination: Execute all interior demolition, structural modifications, finish installations, and site work based on self-generated, permit-ready stamped construction documents.

● Special Compliance Clause: The Design-Build fee must encompass all secondary modifications triggered by local code or utility requirements. This includes: designing and installing ground-view screening for new roof-mounted mechanical units per Saratoga Springs Section 19.16, creating a continuous concrete ADA path of travel from the parking lot to the primary building entrance, patching/watertight cladding of the exterior wall where old meters are removed, and detailing roof-perimeter flashing/drain extensions necessitated by the thicker R-30 insulation.
