About this opportunity
The State of Illinois Department of Central Management Services (CMS), in cooperation with the Chief Procurement Officer for General Services, has issued an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract for the procurement of asphalt equipment. The purpose of this IFB is to enable CMS, governmental units, and qualified not-for-profit agencies in Illinois to purchase a wide range of asphalt equipment including grader attachments, rollers, brooms, distributors, patching machines, crack sealers, pavers, and concrete cutters. The initial contract term is 4 years, with no option to renew, and the total term cannot exceed 10 years. Pricing must be submitted by the bidder for each line item, either as a cost per unit or a percent discount off manufacturer's suggested retail price. The evaluation will consider responsiveness, responsibility, and price, with the State reserving the right to award by item, group, or grand total to the responsive and responsible bidder who submits the lowest price.
The solicitation has a 5% Business Enterprise Program (BEP) goal, but no Veteran Small Business Program (VSBP) goal. A pre-bid conference will be held on 02/16/2023 to provide an overview of the BEP and VSBP requirements. The State has provided a listing of certified BEP vendors to assist bidders in meeting the participation goal. Pricing adjustments are allowed during the contract term, with restrictions on the frequency and amount of increases. The total award value for this contract is $4,094,216.00, with the awarded vendors being Crafco, Inc., Cummings, McGowan & West, Inc., BEC Enterprises, LLC, and Falcon RME.
