About this opportunity

The City of Olathe, Kansas is requesting proposals for comprehensive janitorial and custodial services at approximately 40 City-owned and operated facilities under RFP-26-0086, with proposals due September 30, 2026 at 10:00 a.m. CST and the question deadline September 23, 2026 at 5:00 p.m. CST. The City requires bidders to propose pricing for two distinct service delivery models: Scope 1 (contractor performs specified services while City staff retains designated responsibilities) and Scope 2 (contractor assumes full janitorial and custodial responsibility across all facilities).

Facilities range from administrative buildings and libraries to parks, recreation centers, wastewater treatment plants, and operational centers, spanning approximately 487,000 gross square feet with an estimated net cleanable square footage of approximately 365,000 across Scope 1 and additional facilities in Scope 2. Service frequencies range from three to seven days per week with hours varying by facility type. The scope includes standard cleaning of offices, restrooms, locker rooms, and parking garages; event setup, cleanup, and restoration services; Day Porter services on an as-needed basis; and on-demand flooring services (deep scrub and recoat, strip and finish, shampoo cleaning, and carpet extraction). The Heritage Center at Mahaffie requires specialized handling of fragile historical artifacts. Two parking garages—City Hall (141,528 square feet) and Chestnut Street (250,228 square feet)—require seven-day-per-week service during seasonal periods from 6:00 p.m. to 6:00 a.m.

Respondents must provide separate monthly pricing for each facility and cleaning specification by scope, staffing plans with estimated full-time equivalents, crew leaders, supervisors, and managers, hourly rates for event and additional services, and per-square-foot flooring pricing. Annual rate increases of up to 3% per year are permitted. The Contractor must supply all equipment, tools, cleaning supplies, and materials; provide comprehensive background investigations for all employees with annual refreshes; maintain English-speaking supervision with a designated Project Manager available seven days per week with 30-minute response time; and prohibit subcontracted staff. All employees must wear uniforms with identification badges and complete a minimum of eight hours annual training. Evaluation emphasizes Company Qualifications and Relevant Experience (20 points), Staffing, Supervision, and Personnel Plan (25 points), Service Approach and Quality Control (25 points), Communication and Customer Service (15 points), and Fee Proposal (15 points). The initial contract term is three years with options to renew for additional one-year terms at the City's discretion. Contract commencement is anticipated January 2027 following City Council approval in December 2026. Site visits occurred September 15 and 16, 2026. Three addenda (issued September 18, 24, and 25) clarified facility square footage, service frequencies, fixture counts, and event activity data; all other solicitation terms remain unchanged.

Opportunity text

The City of Olathe, Kansas ("City") is seeking proposals from qualified and experienced contractors to provide comprehensive janitorial and custodial services at various City-owned and operated facilities. The intent of this solicitation is to identify a qualified Contractor capable of providing consistent, high-quality, and responsive cleaning services that support clean, safe, and well-maintained facilities for employees, visitors, residents, and facility users. The City currently utilizes a combination of contracted janitorial services and services performed by City staff. To provide flexibility in determining the City's future service delivery model, this solicitation requests proposals for two service delivery options. Scope 1 - Combined Contractor and City Staff Services provides for the Contractor to perform specified janitorial services while designated services remain the responsibility of City staff. Scope 2 - Fully Contracted Janitorial Services provides for the Contractor to assume responsibility for the complete janitorial and custodial services identified in the solicitation. Respondents shall provide pricing for both Scope 1 and Scope 2. The City may evaluate the two service delivery options independently and reserves the right to select the option that best meets the City's operational needs, service requirements, and available funding. In addition to regularly scheduled janitorial and custodial services, certain City facilities include meeting, event, and public-use spaces that may require additional services outside of the routine cleaning schedule. These services may include event setup and cleanup, take-down and restoration of spaces, Day Porter services, on-demand flooring services, and other additional services identified in the solicitation. Respondents shall provide the required approach and pricing for these services as specified in the RFP. The City intends to establish a service delivery model that provides reliable, consistent, and responsive janitorial services while allowing flexibility to address changing facility needs, staffing requirements, special events, and other operational demands throughout the contract term.
