About this opportunity
The City of Ocala is requesting bids for janitorial services across four Ocala Police Department facilities under ITB OPD/260715, with bids due June 5, 2026. Attendance at a mandatory pre-bid meeting and site visit on May 21, 2026, at 10:00 a.m. at all four locations is required; failure to attend all four sites results in automatic disqualification.
The scope covers janitorial services for OPD Headquarters (402 S. Pine Ave, 70,778 square feet), OPD West District (625 NW Martin Luther King Ave, 3,855 square feet), OPD East District (305 NE 8th Street, 3,872 square feet), and UDEST (849 NW 24th Court, 5,600 square feet), including offices, reception areas, restrooms, break rooms, kitchens, lounges, and auditoriums. The main building requires five-day-per-week cleaning (Monday–Friday, 8:00 a.m. to 3:00 p.m.); the West and East Districts require three days per week (Monday, Wednesday, Friday, 8:00 a.m. to 9:30 a.m.); and UDEST requires two days per week (Tuesday and Thursday, 8:00 a.m. to 9:30 a.m.). Bidders must have a minimum of five years' janitorial services experience. All contractor employees and subcontractors must complete Level II background checks; those requiring unescorted access must complete fingerprinting, Criminal Justice Standards Training certification, and criminal history verification before work commences.
The contract term is three years with two optional one-year renewal periods. Any renewal price increases are capped at 3 percent annually based on CPI-U justification submitted 90 days prior to term expiration. The vendor must perform a minimum of 30 percent of work with its own forces and maintain monthly walk-throughs with the City Project Manager. Service deficiencies incur $50 per building for 24-hour corrections; consistent failures trigger $150 per building penalties.
Bidders must submit a completed Exhibit B Price Proposal on a lump-sum basis including all direct and indirect costs, bid on all line items, and provide pricing for optional items (exterior window cleaning, floor maintenance, and emergency cleaning services), though optional items are excluded from award determination. Award goes to the lowest responsive bidder meeting all requirements. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Auto Liability of $1 million per occurrence, Workers' Compensation as required by Florida law, and an Employee Dishonesty/Fidelity Bond of $1 million.
