About this opportunity
Ocean County, New Jersey is soliciting bids for 4th Floor Recreation Area Renovations at the county jail facility in Toms River, with proposals due September 15, 2026. This is a prevailing-wage public works project subject to mandatory union labor agreements across multiple trades.
The scope comprises approximately 7,400 square feet of combined recreation floor areas across four zones: one indoor and three outdoor recreation areas. Work includes installation of new epoxy flooring, replacement of basketball backboards and rims, removal and installation of new security ceiling grid and tile systems (SecureDek Ceiling Systems), repainting of all concrete masonry unit walls and structural elements, and window cleaning and resealing. All existing ceiling fixtures, electrical devices, security cameras, and building systems remain in place, with fixtures temporarily removed and reinstalled upon ceiling completion. The project must comply with the Uniform Building Code, International Building Code (2021), New Jersey Rehabilitation Subcode, National Electric Code (2020), and ASHRAE 90.1-2019 standards. The facility is classified as Use Group I-3 (correctional) with Type 1A construction and full sprinkler protection.
All contractors, subcontractors, and workers require security clearance from the corrections facility prior to site access. The general contractor bears full responsibility for trade coordination, field verification of existing conditions, demolition, utility protection, thermal and acoustical property maintenance, and daily rubble removal. Any work damaged during construction must be repaired or replaced at the contractor's cost.
The project is subject to a Model Project Labor Agreement (PLA) for Monmouth-Ocean counties and prevailing wage determinations across trades including carpenters, electricians, plumbers and pipefitters (Local 9 and Local 322), sprinklerfitters (Local 669), laborers (Local 77 and Local 472), operating engineers (Local 825), cement masons (Local 592), bricklayers (Local 4-5), painters and glazers (DC 711), glaziers (Local 1009), tile, marble, and terrazzo workers (Local 7), boilermakers (Local 28), elevator constructors (IUEC), iron workers (Local 399), roofers (Local 30), dockbuilders (Local 474), insulators (Local 89), and SMART members (Local 27 and Local 137). Contractors must incorporate union-negotiated wage scales and fringe benefit contributions into bids and comply with all apprenticeship, health and welfare, pension, and training fund requirements.
Contract documents include AIA General Conditions (A201-2007, modified), specifications, architectural drawings by Yezzi Associates LLC, and sample surety forms. Bid and performance bonds are required. Bidders must submit forms electronically via DocuSign. The contract includes a one-year maintenance guarantee at 100 percent of final total contract cost, monthly progress payments at 98 percent of earned value with 2 percent final payment upon completion, and liquidated damages of $500 per calendar day for delays. The contractor must submit a detailed construction schedule and submittal schedule within 10 days of award. All materials must be of American manufacture. Overhead and profit on change orders do not exceed 5 percent for direct work and 5 percent for subcontracted work, with bond costs capped at 2 percent of construction cost.
