About this opportunity

New Smyrna Beach Utilities is conducting an Invitation to Bid (ITB #11-25) for a warehouse storage building project located in Volusia County, Florida. The procurement seeks a licensed General Contractor to design and construct a specialized four-bay, three-sided metal building with specific technical requirements. Key specifications include a 26-gauge clear span structure, single slope roof, and 145 MPH wind speed compliance, with bay openings 27 feet wide and a total building width between 108-115 feet. The contractor will be responsible for providing engineered drawings, constructing a concrete pad capable of supporting up to 60,000 pounds per bay, installing rust-resistant metal coating, and completing site grading. A mandatory pre-bid meeting was held on April 23, 2025, and the final bid submission is due by 2:30 PM on May 21, 2025. Evaluation criteria suggest the contract will be awarded based on the best overall bid, not necessarily the lowest price, with a comprehensive review of technical capabilities, documentation, and compliance with local, state, and federal regulations.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The project requires comprehensive documentation, including a bid bond, performance and payment bonds, and proof of extensive insurance coverage. The total project timeline is 90 consecutive calendar days, with 60 days allocated for substantial completion and an additional 30 days for final completion. While no incumbent vendors are mentioned, the project includes a $10,000 contingency fund. Potential bidders must demonstrate compliance with workplace practices, disclose any foreign country interests, and provide detailed attestations regarding their qualifications. The contract will be funded directly by New Smyrna Beach Utilities, with the successful contractor expected to manage all permitting processes and adhere to stringent technical and regulatory requirements for the warehouse storage building construction.
