About this opportunity

The City of Austin is requesting bids on interior and exterior window washing services under IFB 5000 ALD1022, with bids due November 5, 2026 at 2:00 p.m. Central Time. Questions are due October 27, 2026 by 3:00 p.m. Local businesses receive a discount of up to 5 percent for bids under $500,000 and 3 percent for bids between $500,000 and $50 million; small businesses receive similar discounts, with an additional 2 percent or 1 percent discount available for prime contractors employing certified small business subcontractors comprising at least 5 percent of total bid value. No mandatory MBE/WBE subcontracting goals apply; however, the City encourages use of certified small business subcontractors, including MBE/WBE firms.

The scope includes cleaning of interior and exterior windows, frames, windowsills, mullions, ledges, and screens, plus high dusting for interior surfaces not easily accessible to custodial staff. The contract commences upon execution and continues until all obligations are performed; the City holds an option to extend beyond the initial term. Pricing is fixed price or unit price, with prices firm for 12 months and subsequent adjustments capped at 25 percent per line item based on the Producer Price Index for janitorial services.

Evaluation will be based on best value to the City. Offerors must provide at least three verifiable references from customers to whom they provided the same or similar services within the last five years. All bids must be submitted online through Austin Finance Online; hardcopy submissions are not accepted. Offers remain valid for 150 calendar days after the due date.

The contractor must comply with the City's Living Wage Program (minimum $22.15 per hour), Wage Theft Ordinance, and Minority-Owned and Women-Owned Business Enterprise requirements. Required insurance includes Workers' Compensation and Employers' Liability, Commercial General Liability ($500,000 minimum per occurrence), Business Automobile Liability ($500,000 combined single limit), and Environmental Impairment/Pollution Liability ($1,000,000 per claim). All policies must name the City as additional insured and provide 30-day cancellation notice. Contractors must complete background checks for authorized personnel and may be required to obtain security badges for certain City facilities, including Austin-Bergstrom International Airport (subject to fingerprinting and airport safety training), the Austin Convention Center, and Austin Water facilities.
