About this file

This is a Living Wage Program submittal document issued by the City of Austin, Texas, establishing wage requirements for contractors and subcontractors assigned to a city contract for Interior and Exterior Window Washing Services. The document outlines the City of Austin's Living Wage Program requirements under Rule R161-17.14, which mandates compliance with minimum wage standards throughout the contract term. Contractors must submit certifications at the time of offer and provide updated employee listings as necessary during contract performance. Initial individual Employee Certifications must be submitted within 30 days of contract execution, with annual recertifications required on each anniversary date of contract execution. The City reserves the right to request Employee Certifications at any time during the contract term and to review employee records to verify compliance.

The minimum wage requirement for all contractor employees and all tiers of subcontracting directly assigned to this City contract is $22.15 per hour, unless published wage rates are included in the solicitation. Contractors must certify that all assigned employees will be compensated at or above this rate and must maintain employment and wage information consistent with Fair Labor Standards Act requirements. Contractors are prohibited from retaliating against employees claiming non-compliance with the Living Wage provision. Violations of this requirement result in payment of wage deficiency amounts for each day the violation continues, while willful or repeated violations, fraudulent statements, or non-compliance may result in contract termination for cause, suspension or debarment of the violating firm, or legal action.
