About this file
This document is an attachment outlining security and access requirements for contractors and subcontractors providing services across multiple City of Austin facilities, including the Austin Convention Center Department (ACCD), Austin-Bergstrom International Airport (ABIA), Rutherford Lane Campus (RLC), and Austin Water facilities. The security requirements are mandatory conditions for all contractor personnel and vary by facility based on operational needs and risk levels. At ACCD facilities, contractors must check in at designated security centers, obtain temporary badges, and comply with restricted area limitations and access protocols. At ABIA, contractors require airport security badges issued after a minimum ten-year background investigation and fingerprinting, with badge access limited to necessary portals. At RLC, contractors must report to Building 1 Security and obtain badges, with high-security area access requiring BSD employee escort at all times. Austin Water facilities require contractors to complete the SP-1070 procedure, which mandates either fingerprint-based background clearance for unescorted access or dedicated Austin Water employee escort for restricted access visits.
Contractors are responsible for ensuring compliance with all security protocols and must enforce requirements across all employees and subcontractors. At ABIA, the City of Austin Department of Aviation covers initial fingerprint checks, administrative fees, and security badge costs for contractor personnel, while contractors bear replacement costs for lost or damaged badges at escalating rates ($100 for first replacement, $200 for second, $300 for third, plus $55 administrative fee per incident). Non-returned non-expired badges result in $100 charges per badge after 30 days, and lost or failed returns incur $500 penalties per badge to be deducted from contract payments. All ABIA contractor personnel must complete approximately one hour of Airport Safety and Security Training at no cost to the contractor. Violations of security requirements across all facilities may result in employee removal from premises, facility access restrictions, TSA fines, or contract termination. Contractors must maintain current awareness of security requirement revisions provided by the City and ensure immediate notification to the contract manager if access denial prevents contract performance.
