About this opportunity
The State of Illinois Department of Central Management Services (CMS) Bureau of Property Management (BoPM) is seeking to procure a single, commercial, off-the-shelf, cloud-based Integrated Workplace Management System (IWMS) to manage its portfolio of owned and leased real estate in a unified and cost-effective manner. The selected vendor will be required to provide implementation, data migration, integrations, configurations, training, maintenance, and support services for the IWMS solution. The contract will have an initial term of nine years, with a maximum total term of ten years. CMS expects to have three system administrators, twelve facilities administrators, and up to 250 other users. The RFP outlines detailed functional and technical requirements, including managing facilities inventory and operations, maintenance, work orders, energy use, and project planning. Evaluation criteria include the vendor's ability to meet the mandatory and desirable system requirements, as well as their commitment to diversity and inclusion through the Business Enterprise Program (BEP) participation goals.
This opportunity includes an 8% BEP participation goal, but no Veteran-Owned Small Business (VSB) participation goal. A list of certified BEP/VOSB vendors has been provided as an addendum. The State has recently awarded the IWMS contract to Jones Lang LaSalle Americas, Inc. for $6,611,212.47 over the nine-year term. Vendors must complete the required state procurement forms and submit their responses electronically through the BidBuy system by the November 10, 2022 due date.
