About this opportunity
The County of San Mateo's Procurement Department is conducting market research through an RFI on integrated procurement and financial workflow solutions, with responses due August 7, 2026. This is information-gathering only; no contract will be awarded as part of this solicitation.
The County seeks information on Source-to-Pay platforms, Procure-to-Pay systems, ERP solutions, or similar platforms consolidating requisition intake, financial approvals, solicitation management, contract management, purchase order creation, and invoice processing. The solution must support multiple County departments with a hybrid procurement process where goods are centralized and services are decentralized, requiring role-based access controls, configurable permissions, and features accessible to users with varying proficiency levels.
Respondents must demonstrate at least three years of experience providing eProcurement, source-to-pay, financial, or related solutions to government entities. Submissions must address nine core functional areas: general requirements, requisition intake and financial approval, solicitation assembly and evaluation, contract lifecycle management, purchasing and invoice processing, workflow and collaboration, vendor engagement, artificial intelligence capabilities, and security and compliance features. Responses should also cover implementation, training, and support services, continuous improvement commitments, additional features, and current innovations.
Vendors must submit responses electronically through the County's eProcurement system (OpenGov portal) and include Appendix A Solution Summary, organization name, solution name, and detailed technical proposals. The County may schedule up to ten firms to provide product demonstrations following the submission deadline. Questions and comments are due July 24, 2026, at 12:00 a.m. The RFI is open to all interested vendors; no incumbents are identified. No specific contract value, pricing information, or funding source is disclosed in this market research document.
