About this opportunity

The Dougherty County Board of Education is requesting sealed bids for HVAC and plumbing system replacement at International Studies Elementary School (2237 Cutts Drive, Albany, Georgia), with bids due June 23, 2022 at 1:15 p.m. EST and a mandatory pre-bid meeting on June 2, 2022 at 10:00 a.m. EST at the Facilities Services Department (1711 Schilling Avenue). The school system actively encourages local, minority-owned, and disadvantaged business enterprise subcontractor and supplier participation.

The scope encompasses complete replacement of heating and air conditioning systems and plumbing fixtures throughout the facility, organized in four construction phases to maintain school operations. The mechanical work includes removal and replacement of 30 wall-hung heat pump units; installation of two Variable Refrigerant Flow (VRF) systems with multiple indoor cassettes and ducted units; replacement of ceiling heaters, exhaust fans, and packaged terminal heat pumps with associated ductwork and piping; and integration of bipolar ionization units (to be sourced from Global Plasma Solutions or approved equal) with DDC controls and Building Automation System monitoring. The plumbing scope requires replacement of water closets, urinals, lavatories, sinks, and water coolers with sensor-activated and metering devices. The contractor must provide modular classroom buildings (maximum eight per phase) to maintain educational continuity, with specifications for 68-foot by 28-foot units accommodating two standard classrooms and two ADA-accessible restrooms. R-410a refrigerant recovery and cylinders are the contractor's responsibility.

Bids exceeding $100,000 must be accompanied by a 5% surety bid bond. The successful bidder must furnish performance and payment bonds equal to 100% of the contract amount from a corporate surety authorized in Georgia. Final completion is required by April 7, 2023, with work commencing within ten calendar days of receiving written notice to proceed. Award will be made to the lowest responsive and responsible bidder; contractors must demonstrate a minimum of two years' experience under their present company name on similar projects and provide references from two comparable projects completed within the past two years. All contractors and subcontractors must comply with Georgia's Security and Immigration Compliance Act, register with E-Verify, and submit to background checks. A Georgia business license is required. Four addenda (dated May 26, June 6, June 15, and June 20, 2022) modify the original specifications and drawings; bidders must acknowledge receipt of all addenda on the Bid Price Form to remain eligible.
