About this opportunity
The Nevada Department of Motor Vehicles is requesting proposals for independent verification and validation (IV&V) services to assess its Digital Transformation Effort (DTE) under RFP 81DMV-S3937, with proposals due August 24, 2026 at 2:00 p.m. PST. This is a one-time fixed assessment, not ongoing oversight; the contractor must maintain organizational independence from all DMV implementation vendors and disclose any actual, potential, or perceived conflicts of interest.
The scope encompasses comprehensive IV&V assessment across ten domains: governance and oversight; business process and user alignment; architecture and design; integration and data management; mainframe and legacy modernization; security, privacy, and compliance; software development lifecycle and configuration management; testing and quality assurance; operations and operational readiness; and requirements compliance. The DTE involves multiple platforms (Salesforce, AWS, MuleSoft, Box GovCloud, ABBYY/IDP, Image Access, and mainframe lift-and-shift) and implementation partners (Slalom, NTT Data, and Mission Critical Partners). The contractor must deliver an Assessment Management Plan, Initial Assessment Report, Status Briefings, Domain Assessment Reports, Readiness Assessment Reports, an Executive Briefing, and a Final IV&V Assessment Report. Required qualifications include demonstrated experience in public-sector digital transformation, IV&V, enterprise architecture, systems integration, cloud technologies, data migration, testing and quality assurance, security and compliance, and program governance. Key personnel must be identified with resumes; substitutions require DMV approval with equivalent or superior qualifications.
The initial contract term is four months, anticipated to begin January 1, 2027, with two optional one-year renewals, subject to Nevada State Board of Examiners approval. No specific contract value is disclosed; vendors must develop their own cost proposals using the provided Cost Schedule. Questions are due August 4, 2026; client references are due August 21, 2026. Vendor presentations are scheduled for September 28, 2026, with notice of intent estimated for the same date and notice of award estimated for October 29, 2026.
Evaluation uses weighted scoring across written proposal (understanding of DMV DTE and IV&V purpose at 30 percent, proposed methodology at 35 percent, organizational IV&V experience at 20 percent, key personnel qualifications at 15 percent) and presentation factors (understanding modernization risks at 35 percent, communication of findings at 30 percent, IV&V methodology at 20 percent, key personnel and communication at 15 percent), plus cost. All responses must be submitted through nevadaepro.com and include certifications regarding Nevada law compliance, no Israel boycott, vendor registration, business licensing, sam.gov registration, and financial disclosure. Contractors must comply with federal laws including Davis-Bacon Act requirements, civil rights, environmental statutes, and accessibility standards, and maintain insurance with A.M. Best A- or higher rating.
