About this file
This is a Scope of Work document for Independent Verification and Validation (IV&V) services for the Nevada Department of Motor Vehicles' Digital Transformation Effort (DTE). The contractor shall provide comprehensive IV&V services across the modernization program, including independent assessment, verification, validation, reporting, executive communications, and evidence-based recommendations across ten primary domains: governance and oversight; business process and user alignment; architecture and design; integration and data management; mainframe and legacy modernization; security, privacy, and compliance; software development lifecycle and configuration management; testing and quality assurance; operations and operational readiness; and requirements compliance. In-scope activities encompass program governance, business process modernization, enterprise architecture, Salesforce platform solutions, AWS-hosted solutions, enterprise integration services, data migration, legacy application modernization, software development lifecycle activities, testing, security and compliance activities, and deployment and operational readiness activities. The contractor shall deliver an Assessment Management Plan, Initial Assessment Report, Status Briefings (as needed), Domain Assessment Reports (as required), Readiness Assessment Reports (if applicable), an Executive Briefing, and a Final IV&V Assessment Report. The specific period of performance shall be identified in the resulting contract, with the DMV retaining the right to extend services based on contract provisions and available funding.
The contract represents a fixed, one-time independent assessment of the DTE's current state and does not include ongoing or continuous IV&V oversight. Out-of-scope activities explicitly exclude project management augmentation, system implementation services, software development services, configuration services, managed services, operational support services, production system administration, security penetration testing, independent security certification activities, procurement management activities, and any activities that would impair contractor independence. The contractor must maintain demonstrated experience in public-sector digital transformation, independent verification and validation, enterprise architecture, systems integration, cloud technologies, data migration, testing and quality assurance, security and compliance, and program governance. Key personnel must be identified in the proposal with resumes and qualifications, and any substitutions require DMV approval with equivalent or superior qualifications. Performance standards require the contractor to maintain independence, use documented methodologies, support findings with objective evidence, deliver reports on schedule, maintain professional objectivity, provide actionable recommendations, and escalate significant risks timely. Detailed requirements are specified in the Nevada DMV IV&V Requirements Baseline (REQ-01 through REQ-65) incorporated as Attachment B, with proposers required to address compliance through a Vendor Response Workbook (Attachment C).
