About this file

This document is a List of Evaluators and Criteria for RFP 81DMV-S3937, issued by the Nevada Department of Motor Vehicles (DMV) for Independent Verification and Validation (IV&V) services supporting the DMV Digital Transformation Effort (DTE). The RFP seeks IV&V services to assess the vendor's understanding of Nevada DMV modernization objectives, evaluate technical and program risks associated with large-scale enterprise modernization, and validate the organization's capability to execute comprehensive independent assessment services. The evaluation committee comprises seven DMV personnel representing multiple divisions and administrative levels, along with a representative from Nevada DOT, with Brandy Cox designated as the Financial Stability Reviewer and Michele Lynn and Jamie Weist serving as Agency Contacts.

The evaluation process employs a weighted criteria methodology with two distinct scoring phases. The written proposal evaluation utilizes four criteria totaling 100 points: demonstrated understanding of the DMV DTE and IV&V engagement purpose (30 percent weight), proposed assessment methodology and ability to evaluate the IV&V Requirements Baseline REQ-01 through REQ-65 (35 percent weight), organizational experience with IV&V and comparable services (20 percent weight), and key personnel qualifications and availability (15 percent weight). The presentation evaluation similarly employs four criteria with 100 points: demonstrated understanding of DMV modernization risks and operational readiness (35 percent weight), ability to communicate independent findings and provide executive reporting (30 percent weight), demonstrated IV&V methodology and governance assessment practices (20 percent weight), and key personnel qualifications and communication effectiveness (15 percent weight).
