About this opportunity
The Town of Palm Beach, Florida is seeking proposals from qualified firms to provide impact and mobility fee consulting services through a Request for Proposals (RFP No. 2026-003). The primary objective is to select a consultant capable of performing comprehensive impact fee studies that ensure new developments pay a proportionate share of capital facility costs in compliance with Florida law and case law. The project requires a six-task scope including project initiation, demand and level of service analysis, cost component and credit/offset analysis, fee calculation, implementation strategy, and final report deliverables. Key deliverables include an updated fee schedule, model ordinance amendments, implementation guidance, presentations to Town staff, editable spreadsheet models, and staff training sessions. A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams on Friday, December 12, 2025, from 11:30 AM to 12:30 PM, which is the only forum for direct clarification from the Project Manager. Proposals must be submitted online through the Euna eProcurement platform by January 13, 2026, with an evaluation process that assigns points across five key criteria: Experience of Firm and Past Performance (20 points), Experience and Ability of Personnel (30 points), Workload and Technical Approach (25 points), Financial Stability (5 points), and Price Proposal (20 points).
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Proposers must comply with various state requirements, including E-Verify employment eligibility verification, drug-free workplace standards, and certifications regarding scrutinized companies. Insurance requirements are comprehensive, including Professional Liability ($1,000,000 per occurrence), Comprehensive General Liability ($1,000,000 per occurrence), Business Auto Liability ($1,000,000 combined single limit), and Workers' Compensation coverage. While specific contract value or budget range is not disclosed in the documents, the Town reserves the right to reject any and all proposals and select the proposer offering the best value. The contract will be awarded on an as-needed, continuing basis rather than for a single engagement, suggesting potential ongoing work for the selected consultant. Proposers must provide detailed documentation including firm qualifications, staff credentials, financial statements, and a comprehensive technical approach to be considered for the contract.
