About this file

This document is an evaluation factors guide for RFP No. 2026-003 issued by the Town of Palm Beach, Florida, for impact and mobility fee consulting services. The Town seeks qualified firms to provide impact fee studies on a continuing, as-needed basis to ensure new developments pay proportionate shares of capital facility costs consistent with Florida law while maintaining defensible, transparent, and legally compliant fee structures aligned with the Town's growth and infrastructure plans. The RFP requires online submission through the Town's Euna eProcurement platform, with a non-mandatory pre-proposal conference conducted virtually via Microsoft Teams as specified in the Events section. Proposals must remain valid for one hundred eighty (180) days from submission, and award shall be made to the proposer offering the best value to the Town.

The evaluation process assigns points across multiple criteria: Experience of Firm and Past Performance (20 points), Experience and Ability of Personnel (30 points), Workload, Technical Approach, and Scheduling (25 points), Financial and Other Stability (5 points), and Price Proposal (20 points). Applicants must submit a transmittal letter, firm composition and qualifications documentation, staff credentials with organizational charts, evidence of licenses and certifications, a technical approach addressing all scope requirements, financial statements including audited or CPA-reviewed documents from the past year, insurance and bonding capability documentation, litigation history statements, and a detailed cost breakdown with labor rates to be held for at least twelve months following award. The Town may request Dun & Bradstreet reports from shortlisted firms and reserves the right to reject any proposals, waive non-material irregularities, or re-advertise at its discretion.
