About this file
This is a Proposer's Qualification Form issued by the Town of Palm Beach, Florida, for firms seeking to provide impact and mobility fee consulting services on an as-needed basis. The Town requires qualified consultants to perform impact fee studies that ensure new developments pay proportionate shares of capital facility costs in compliance with Florida law, with fees that are defensible, transparent, legally compliant, and aligned with the Town's growth, infrastructure, and fiscal plans. A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams, with details provided in the Events section; attendance is strongly encouraged as this will be the only forum for direct clarification from the Project Manager and Town staff. Proposals must be submitted online through Euna, the Town's eProcurement platform. Award will be made to the proposer offering the best value to the Town, which reserves the right to reject any and all proposals, waive non-material irregularities, or re-advertise. Proposers may not withdraw their proposals for one hundred eighty (180) days from submission.
All proposers must complete and submit the Qualification Form with their proposal to be considered and must hold a County and/or Municipal Tax Receipt (Occupational License) at their fixed business location. Required information includes legal name and address, business structure (Corporation, Partnership, or Individual), incorporation details if applicable, names and titles of principal officers, length of time in business overall and specifically in Florida, and disclosure of any officers, directors, agents, or Town employees with ownership interests in the bidding firm. Out-of-state corporations must provide authorization dates for doing business in Florida. Proposals may not be withdrawn for 180 days from submission, ensuring commitment to the selection process.
