About this opportunity
The Georgia Department of Transportation is soliciting design-build services for a new interchange at Interstate 20 and CR 249/Old Mill Road in Morgan and Walton Counties, with statements of qualifications due April 27, 2023 at 11:00 a.m. The procurement follows a two-phase best value selection methodology under O.C.G.A. 32-2-81, and the project is federally funded.
GDOT has established a project-specific Disadvantaged Business Enterprise participation goal of 16% of overall design and construction costs. The Design-Build Team must consist of a Lead Contractor and Lead Design Consultant working collaboratively on both design and construction services.
The scope includes design and construction of a new interchange with a lump-sum contract structure and progress-based payments according to an agreed schedule of values. Key Personnel positions—Lead Contractor Project Manager, Lead Design Consultant Project Manager, Engineer of Record, Contractor Superintendent, and Quality Control Manager—must be identified by name and remain exclusive to each respondent team. The Environmental Assessment was approved by FHWA on March 8, 2023. A Category 3 schedule is required.
Respondents must demonstrate financial capacity through performance bonds and payment bonds, each in an aggregate amount of $57 million, or equivalent letters of credit. GDOT will shortlist up to five respondents by May 19, 2023, and issue the Request for Proposals to shortlisted proposers on May 26, 2023. Proposals from shortlisted proposers are due September 21, 2023, with price proposals opening October 13, 2023. A stipulated fee of $200,000 will be offered to up to four unsuccessful shortlisted proposers providing responsive proposals. Evaluation emphasizes experience and qualifications (75% factor) and suitability (25% factor), assessed on past performance, technical expertise, GDOT-specific process knowledge, project complexity experience, safety records, and organizational capability. The project is scheduled for 705 calendar days to substantial completion. Award was announced November 2, 2023, to C.W. Matthews Contracting Co., Inc. in joint venture with Infrastructure Consulting & Engineering, PLLC for $49.3 million, with 14 DBE participants committed.
