About this opportunity

The Georgia World Congress Center Authority is seeking proposals for HVAC Preventative Maintenance Services through RFP No. GWCCA112724EC, covering comprehensive maintenance of 97 Packaged Induction Units (PIUs) and 245 combined Rooftop Units (RTUs), Air Handling Units (AHUs), and Packaged Air Handling Units (PAHUs) across multiple buildings. The contract requires a contractor with minimum five years of HVAC preventative maintenance experience, EPA Section 608 Certification, and expertise in maintaining large complex facilities. Key deliverables include performing scheduled preventative maintenance at varying frequencies (monthly, quarterly, semi-annually, and annually), maintaining LEED Gold certification standards, and ensuring optimal equipment performance and energy efficiency. The procurement process includes a mandatory pre-bid meeting and site visit held on December 11, 2024, with questions due by December 13, 2024, and proposals due by December 23, 2024 at 10:00 AM. Proposal evaluation criteria encompass cost effectiveness, technical expertise, work plan and schedule, safety compliance, and past performance references from facilities exceeding 1,000,000 square feet.

The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises. Contractors must demonstrate substantial insurance coverage, including $1,000,000 per occurrence commercial general liability insurance, $1,000,000 automobile liability coverage, and statutory workers' compensation coverage. A $100,000 performance bond, renewable annually, is required. The contract term is two years with options for three additional one-year renewals. The Building Automation System is primarily Johnson Controls Metasys, with three units using Trane Tracer technology, suggesting potential integration requirements for the successful vendor. While a specific budget range is not disclosed, the comprehensive nature of the maintenance contract covering multiple buildings and 342 total HVAC units indicates a significant potential contract value. Communication restrictions are strictly enforced, with vendors prohibited from discussing the solicitation with Authority staff from advertisement through final award, and finalists are restricted from making public statements about their selection.
