About this opportunity

Pinellas County is seeking a comprehensive HVAC preventative maintenance, repair, and replacement contract for the Pinellas County Utilities Department through a two-step qualification and pricing bid process. The solicitation seeks a full-service contractor to provide monthly, semi-annual, and annual preventative maintenance for HVAC equipment at 71 different county locations, including pump stations, radio sites, parks, and administrative buildings. Contractors must have at least five years of HVAC systems experience, possess a state-registered Class B HVAC License, and provide EPA refrigerant certifications. The contract requires contractors to perform preventative maintenance, emergency repairs with 30-minute emergency response times and three-hour standard repair times, and potential equipment replacements across various manufacturers like Trane, Carrier, and Mitsubishi. Key bid dates include an initial site visit on May 22, 2024, at 9:00 AM, question submission deadline of May 23, 2024, at 3:00 PM, Step 1 bid submissions due May 30, 2024, at 3:00 PM, and Step 2 pricing submissions due June 13, 2024, at 3:00 PM. The initial contract term is 36 months, with potential extensions for two additional 12-month periods, and the bid will be evaluated using a weighted distribution across different work scenarios.

The solicitation includes a Small Business Enterprise (SBE) Compliance Form, indicating potential set-aside or participation goals for small businesses. Contractors must complete an E-Verify Affidavit confirming compliance with workforce verification requirements for employees hired after January 1, 2021. The contract appears to have a substantial budget, with estimated annual expenditures including $75,000 for repair parts, $100,000 for unspecified parts, and up to $1,725,000 for HVAC replacements. The total contract value is estimated between $5,100,000 and $5,700,000 for the three-year term. The county reserves the right to award the contract to multiple vendors due to the volume of work, and the procurement includes comprehensive documentation requirements such as detailed technician qualifications, parts pricing, and potential equipment replacement provisions. The contract also includes provisions for temporary HVAC equipment rental and corrosion inhibitor services, demonstrating a flexible approach to maintaining the county's HVAC infrastructure.
