About this opportunity

Palm Beach County, Florida is issuing a prequalification notice for an annual contract to establish a qualified contractor list for Heating, Ventilation & Air Conditioning (HVAC) services, with Project #P-2024-006318 funded through non-federal sources. The County seeks to procure HVAC repair and replacement services on an as-needed basis for various County locations through individual work orders, each anticipated to be less than $100,000, though larger orders may occur. Qualified contractors must demonstrate a minimum of five years of relevant HVAC business experience, provide evidence of successful completion of at least $500,000 in HVAC services projects annually for each of the previous three years (2021-2023), possess valid Florida contractor licensing (building contractor, general contractor, or Certified Mechanical Contractor license) maintained for a minimum of five years, and demonstrate adequate financial stability with no material involvement in current or pending litigation. The sealed qualification packages were due by 2:00 P.M. on November 22, 2024, at the Palm Beach County Facilities Development and Operations Department, Capital Improvements Division, 2633 Vista Parkway, West Palm Beach, Florida, with public opening at the same time and location. Contractors may also submit qualification applications at any time during the contract term, though those wishing to submit bids for specific projects must submit their applications at least 10 calendar days before the project bid due date. Award decisions will be made to the lowest responsive and responsible qualified contractor after consideration of Small Business Enterprise/Minority/Women-Owned Business Enterprise (S/M/WBE) participation goals and local preference provisions. No Bid Security or Public Construction Bond is required with the initial qualification package submission; however, bid security and performance/payment bonds will be required for individual work orders exceeding $200,000.

The contract includes set-aside considerations for Small Business Enterprise, Minority-Owned Business Enterprise, and Women-Owned Business Enterprise (S/M/WBE) participation, with local preference provisions factored into work order award decisions. All qualified contractors must be registered in the County's Vendor Self Service System and comply with E-Verify employment eligibility verification requirements, comprehensive insurance provisions, nondiscrimination requirements, and all applicable federal, state, and local laws and regulations. The annual contract is structured for an initial term with potential extension up to five years and carries a not-to-exceed cumulative amount of $15,000,000 over the full contract period. The County maintains an open and flexible qualification process, reserving the right to add additional qualified contractors at any time during the contract term and reserves the right to disqualify contractors failing to submit bids for three consecutive work order invitations. Qualification documents and applications are available through the County's online Vendor Self-Service system at https://pbcvssp.pbc.gov/vssprd/Advantage4 or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261. The procurement notice was published in the Palm Beach Post on October 23 and October 30, 2024.
