About this opportunity

The City of Green Cove Springs, Florida is soliciting sealed proposals for comprehensive human resources management services, with proposals due September 10, 2026 at 10:00 a.m.

The scope encompasses day-to-day HR administration, recruitment and onboarding, classification and compensation analysis, performance management, employee relations, compliance and reporting, and offboarding services. The contractor will coordinate with the City's part-time HR employee and integrate with existing systems (ADG, NeoGov, and Insight) while supporting the City Manager and department heads on all personnel matters and ensuring compliance with federal and Florida employment law. Minimum qualifications require at least five years of HR consulting or management experience, at least two public sector references, demonstrated experience with Florida municipalities, knowledge of Florida employment laws, and familiarity with HRIS systems.

The initial contract term runs three years, from October 12, 2026 through October 11, 2029, with options to renew for two additional three-year terms, subject to annual budget appropriation and satisfactory performance. A single contract will be awarded. No contract value or budget range is stated.

Evaluation uses four equally weighted criteria at 25% each: qualifications and experience of the firm and proposed team; quality and completeness of the proposal and understanding of City needs; technical and managerial approach to the scope of services; and proposed fees and overall value. Proposers must submit a technical proposal with detailed fee schedules (retainers, hourly rates, and service-specific costs applicable to the initial term and renewal options), pricing, certifications (Public Entity Crimes, Drug-Free Workplace, Debarment and Suspension), W-9 form, UEI number if applicable, and acknowledgment of the City's Standard Addendum. The City reserves the right to reject any or all proposals and award to the most responsible and responsive proposer in its best interest. No pre-bid conference or mandatory site visit is specified.
