About this opportunity

The City of Tucson is requesting bids for Highway Safety Improvement Program (HSIP) traffic signal improvements at three signalized intersections under IFB 260230, with bids due July 9, 2026 at 2:00 p.m. local time and a pre-bid conference scheduled for June 23, 2026 at 10:00 a.m. via Microsoft Teams. The project is federally funded by the Federal Highway Administration (FHWA), making it subject to all federal terms, conditions, and compliance requirements. A 0% DBE participation goal applies, though contractors are encouraged to employ reasonable DBE neutral efforts and must register DBE subcontractors in Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and submit a Bidders/Proposers List by 4:00 p.m. on the fifth calendar day following bid opening. The Small Business Enterprise (SBE) program applies to this construction contract with estimated value of $1 million to $5 million; SBE firms must be certified by the City of Tucson at the time of bid opening and perform a commercially useful function.

Work comprises ground-disturbing improvements at Broadway Boulevard/Jessica Avenue and Drexel Road/Tucson Boulevard (installation of new traffic signal poles, curb ramps, and roadway median narrowing) and non-ground-disturbing work at Irvington/Mission (new signal heads on existing signal mast arms). Work must comply with 2015 Pima Association of Governments Standard Specifications, project-specific plans (ADOT Project T0491 01C, COT Plan I-2025-013), and Special Provisions establishing a 180-calendar-day construction timeline. Contractors must obtain an Arizona Contractor's License, register with the City's Business Services Department, and hold a City of Tucson Business License. Bidders must submit a 10% bid bond, complete subcontractor listing identifying all first-tier subcontractors with contract value exceeding $5,000, SBE participation plan, and good faith efforts affidavit. Upon award, contractors must furnish performance and payment bonds each equal to 100% of contract price within 10 days of Notice of Intent to Award. Prevailing wage (Davis-Bacon), Section 3 workforce targets of 25% Section 3 workers and 5% Targeted Section 3 workers, 30% prime contractor self-performance, E-Verify employment verification, and Build America Buy America (BABAA) domestic preference for materials all apply. Liquidated damages are $1,860 per calendar day. Required insurance includes Commercial General Liability ($1 million per occurrence/$2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), and Workers' Compensation at statutory rates. Questions are due July 2, 2026. The City will issue a Notice of Intent to Award within 60 days of bid opening.
