About this opportunity
The City of Tucson is requesting bids on roadway improvements totaling 3.27 miles across Silverbell Road (2.63 miles from 0.25 miles north of El Camino del Cerro to 0.2 miles north of Goret Road), El Camino del Cerro (0.50 mile), and Sweetwater Drive (0.14 mile) under IFB 270146, with bids due September 21, 2026 at 2:00 p.m. Arizona time and a pre-bid conference on August 27, 2026 at 1:00 p.m. via Zoom. A 5% Small Business Enterprise (SBE) participation goal applies to all bidders.
The scope includes four-lane roadway construction with raised medians, concrete curbs and sidewalks, asphaltic concrete pavement and multi-use paths, traffic signals, street lighting, landscaping and irrigation, utility work and drainage facilities, and stormwater management. The contractor must maintain two-way traffic on all three roadways on asphaltic concrete surfaces and preserve ADA-compliant pedestrian and emergency vehicle access throughout the 730-calendar-day (24-month) construction phase, followed by a 24-month Landscape Establishment period. The contractor is responsible for all permits including water quality, air quality, traffic control, excavation, stormwater pollution prevention plans, and dewatering permits. Cultural resources compliance includes archaeological monitoring in the Silverbell Archaeological District with training for all project personnel and coordination with the Tohono O'odham Nation and City Historic Preservation Office. Construction is subject to local noise abatement requirements under Arizona SB 1182 and City Code Section 16-31, with scheduling restrictions around the Christmas retail season, Gem and Mineral Show, Pima County Fair, and utility company windows.
The project price exceeds $10,000,000. Bidders must submit a bid bond equal to 10% of the total bid amount and performance surety equal to 100% of the awarded contract amount. Liquidated damages are $5,500 per calendar day of delay. All bidders must hold appropriate Arizona Registrar of Contractors licenses, register with the City's Business Services Department, and obtain a City business license prior to award. First-tier subcontractors with contracts above $5,000 must be listed in the bid. Required insurance includes Commercial General Liability ($2,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation at statutory levels. The City will retain 10% of contract value or a minimum of $2,000 (whichever is greater) for all non-landscape items and up to 5% for landscape items until the Landscape Establishment period is complete. Davis-Bacon prevailing wage requirements and HUD Section 3 employment and training obligations for low-income residents apply. Written questions are due at least ten days prior to bid opening. A Notice of Intent to Award will issue within 60 days of bid opening, and the successful bidder must execute the contract and file bonds within ten days of award notification.
