HSIP Intersection Improvements Special Provisions Summary
This document comprises the Special Provisions for a Highway Safety Improvement Program (HSIP) construction project administered by the City of Tucson Department of Transportation and Mobility (DTM) in partnership with the Arizona Department of Transportation (ADOT), utilizing Federal Highway Administration (FHWA) funding. The project encompasses traffic signal upgrades and intersection improvements at three signalized locations: Broadway Boulevard and Jessica Avenue, Drexel Road and Tucson Boulevard, and Irvington Road and Mission Road. Work at the first two intersections is ground-disturbing and includes installing new traffic signal poles, curb access ramps, and median modifications, while work at the third intersection is non-ground-disturbing and limited to installing new signal heads on existing mast arms. The contract establishes a construction timeline of 180 calendar days and mandates contractor compliance with traffic control plans, stakeholder coordination, and maintenance of access to businesses, residences, and emergency services throughout the project duration. The contractor must submit a preliminary schedule at the preconstruction conference and a detailed critical path schedule within 15 days thereafter, with monthly progress updates required by the tenth working day of each month.
The Special Provisions establish comprehensive quality control requirements, with contractors responsible for material testing, sampling, and documentation through a designated Quality Control Manager. Payment shall be made in accordance with standard unit prices for identified contract items, with force account work requiring certified payrolls and equipment documentation prior to reimbursement. The project incorporates environmental mitigation measures including noxious and invasive plant species treatment plans, lead-based paint removal protocols where applicable, and stormwater pollution prevention best management practices. Utility coordination is required with multiple service providers including CenturyLink/Lumen, Cox Communications, Tucson Electric Power, Southwest Gas, Tucson Water, and Pima County Wastewater Reclamation, with contractors obligated to maintain specified separation distances and obtain blue stake locates prior to ground disturbance. The contractor must establish staging areas with written property owner approval, provide pre-construction public meetings within ten days of contract execution, and coordinate with emergency services, the postal service, and transit operators to maintain continuous access and service delivery throughout construction.
