About this opportunity
The City of Hagerstown, Maryland is requesting bids on wastewater treatment plant improvements addressing aging infrastructure and nitrogen and phosphorus permit compliance under IFB B1881.26, with bids due August 18, 2026 at 2:00 PM via Dropbox and a mandatory pre-bid conference held July 7, 2026.
The scope encompasses replacement of influent screens and washer compactors, headworks building enclosure, in-plant and return activated sludge pumps, Operations Building Sanitary Grinder Pump Station, Primary Sludge Pump discharge piping modification, new chemical storage tanks, Motor Control Centers and switchgear, nitrate probe addition, and miscellaneous building and structural improvements including HVAC equipment and concrete repairs. Work includes comprehensive electrical infrastructure upgrades with new electrical distribution systems, control panels, transformers, panelboards, and power distribution components across the headworks, BNR control building, and oxygen/ozone building. The project requires compliance with NFPA 72 for fire detection and alarm systems and NFPA 820 for classified-area electrical installations. Hazardous materials identified include asbestos-containing materials in window caulk and shingles and lead-based paint at the Abandoned Pump Station. The contract requires Reliability Demonstration Testing with 30 continuous days of 7-day/week, 24-hour/day system operation at specified capacity prior to final completion.
The anticipated project duration is 720 calendar days from Notice to Proceed, with substantial completion required within 540–604 calendar days and final completion within 630–694 calendar days. Liquidated damages of $10,000 per day apply for failure to achieve substantial completion. The contract includes a System Integrator Allowance for Micro-Tech Designs, Inc. of $450,847, a lump sum bid component, unit pricing for flowable fill (160 cubic yards estimated), and a $2.2 million contingency allowance. The City anticipates MDE bond funding on the order of $22 million for project funding. Bidders must submit Maryland prevailing wage rates (Heavy and Building classifications), bid security, subcontractor and supplier lists with qualification information, and contractor's license documentation. Bidders must acknowledge receipt of all five addenda on their bid forms. Written questions were due July 17, 2026. Bid tabulation results will be posted on the City procurement website.
