About this file

Summary

This is an Addendum IV Questions and Answers document for the Hagerstown Wastewater Treatment Plant Improvements project administered by the City of Hagerstown, Maryland. The addendum addresses clarifications and modifications to contract documents for a comprehensive wastewater treatment facility upgrade project. Key modifications include replacement of Operations Roof drawings (Sheets S-61-102, A-61-105, A-61-501, H-61-102, and H-61-103), deletion and replacement of Pipeline Schedule 40 05 05.20-S01, revisions to Potable Water main specifications and drawings, addition of Resilient Seated Gate Valves specifications, replacement of multiple Electrical drawings (E-01-101, E-01-402, E-01-601, E-11-101, E-61-101, E-61-601, E-61-605, E-61-701, E-71-101, and E-95-604), and replacement of Structural drawings (S-11-102, S-61-103, S-95-506). The document establishes a new Reliability Demonstration Testing protocol requiring 30 continuous days of 7-day/week, 24-hour/day system operation at specified capacity prior to Final Completion, with provisions for test interruption and restart upon component failure. Significant revisions address 12-inch potable water main installation with service connections beginning after July 31, 2027, and potable water outages limited to one system or building at a time for maximum four-hour durations, with outages to buildings with restroom facilities scheduled between 6 PM and 6 AM.

The addendum includes 22 questions and answers addressing technical clarifications on electrical equipment connections, drawing conflicts, material specifications, and supplier approvals. Notable clarifications include confirmation that existing primary cables and conduits are adequate for new switch connections unless modifications are required by design layout; identification of Drawing E-11-101 as the source for PLC-3-1 and PLC-3 device feeds; specification that Peak Hour Flow No. 2 on Drawing G-00-605 controls screen design with a 44.4-inch downstream water depth; and approval of alternative manufacturers for items such as EBBA Megaflanges Model #1200 (equal to Romac FCA501s) and Romac DJ400 or Dresser Style 131 Dismantling Joints pending shop drawing review. Additional clarifications address conflicting pipe material designations for the potable water main (HDPE versus PVC), confirmation that buried water service lines require PVC per Attachment 7 specifications, and requirement for contractor-designed bypass pumping systems subject to Owner and Engineer approval. Alternative manufacturers may be approved for fire alarm systems and other components pending shop drawing review, and prospective bidders must submit written qualification information including financial data, previous experience, and present commitments for subcontractors and suppliers.

QUESTIONS AND ANSWERS:

Q1. In reference to Drawing E-01-003 Note 1, this note says to reuse the existing primary cables and conduits and re-terminate. It also says it is required to provide new cables and conduits as required.

How are we supposed to know if the cables and conduits will need to be replaced at this time. We suggest the Owner to include an allowance for these items so as to not include in our estimate since it’s unknown at this time.

A1. The expectation is that the existing conductor and stub-ups are adequate for the connection to the new switches. However, if modifications are required to accommodate the new primary fuse switch driven by layout or design of the switch itself, that work shall be included in the bid.

Q2. In reference to Drawing E-22-603, please provide drawings showing all new devices being fed from

PLC-3-1 & PLC-3. Headworks screen CPs are shown but not the rest.

A2. See Drawing E-11-101.

Q3. In reference to Drawing E-25-601 Notes 1 – 5, Note 1 says to re-feed all equipment. Please re-issue drawing E-25-101 showing all equipment on the risers. If this is not possible, please provide maximum distance for each item.

A3. See the following for the approximate locations of the equipment to be re-fed. Awarded Contractor shall field-locate all locations of existing equipment to be re-fed, in accordance with Keynote 1, Drawing E-25-601.

Q4. In reference to Drawing E-25-602 Notes 1 & 2, please provide a drawing showing the location of all the equipment shown on the riser to be refed. If this is not possible, please provide a maximum distance for each item shown on the risers. Note 1 says to remove the existing wiring, will the conduits stay?

A4. See Drawing E-01-401.

Q5. In reference to Drawing E-61-105 Note 1, this note talks about the relocation of Pumps #1 & 2

VFDs, please provide a drawing showing the location of the pumps assuming we would need to relocate the load side of the VFDs to the pumps.

A5. The load side of the VFD is to remain (Drawing E-61-601) and spliced at the junction box (Keynote

4, Drawing E-61-105).

Q6. Specification 46 21 53 Centerflow Perforated Plate Screens 2.2.D indicates that the estimated downstream water level during the peak flow of 35.4MGD is 44.0 inches, while the hydraulic profile shown on Plan Sheet G-00-605 shows a downstream water level during the peak flow of

35.4MGD being 44.4inches or 36inches depending on the channel. Which value should be used as the basis of screen design?

A6. Peak Hour Flow No. 2 on Drawing G-00-605 is the controlling basis for screen design. Revise the corresponding portion of the Table under Section 46 21 53 Paragraph 2.2.D, as follows:

Estimated downstream water depth at 35.4 mgd 44.0 44.4± in

Q7. Specification sections 46 21 53-2.6.D outlines a NEMA 7 local control station with (4) pilot devices and 46 21 73-2.6.C outlines a NEMA 7 local control station with (3) pilot devices and terminal blocks for field wiring. Please note, this differs greatly from the plans as drawing I-11-601 shows the local control stations for the screens with a OIT and drawing I-95-701 shows the local control stations with OITs, Ethernet switches, and Fiber connections. Please note, NEMA 7 control stations are explosion proof and cannot have OITs mounted on them. Can you please confirm that the local control stations will include the devices that are outlined in section 46 21 53 and 46 21 73 and will not include the OITs, Ethernet switches, and fiber connections that are shown on the drawings.

A7. To be addressed in a forthcoming addendum.

Q8. On sheet S-11-102 where the side mount guardrail and self-closing swing gate is shown, it is unclear what is supposed to be done at this location. This area is not shown on the building sections. Are we only providing new guardrails and swing gate at an existing platform? Please clarify the intent and provide an elevation or section cut.

A8. See Clarification 7 and Drawing S-11-102 in Attachment 6.

Q9. Is there a wage determination number to use on this project?

A9. See Addendum III, A47.

Q10. For Section 00 21 13, Article 3.01 Item D. Subcontractor and Supplier qualification information;

Can you please advise what specifically is being requested of the Subs/Suppliers. Do they need to provide a full qualification package to include financials, contractor’s license, previous experience…etc. or just a list of previous experience?

A10. Insert the following as sub-paragraph 1 under Section 00 21 13 Paragraph 3.01.D.

Subcontractors and suppliers are to provide written qualification information, such as financial data, previous experience, and present commitments.

Q11. Section 43 23 13.14 (Horizontal End Suction Centrifugal Pumps): 2.2.A indicates the operating head range for full speed continuous operation to be 12 to 33 ft. for all three (3) pumps. This head range is outside of the primary and secondary design point head conditions (50 and 34.1 feet respectively). Please clarify if the 12 to 33 ft. head range is meant to be for reduced speed operation.

A11. To be addressed in a forthcoming addendum.

Q12. I’m trying to get an equal status for Edwards to participate as a supplier of the Fire Alarm System equal. Our contact has been asked to bid and feels he cannot, do to Edwards not being listed.

A12. Alternative manufacturers may be approved pending shop drawing review.

Q13. Please clarify RPT containment / casing pipe size and schedule. Civil drawings call for 4” Sch. 80

PVC, while the Mechanical drawings indicate 3” Sch. 40 within the Chemical Facility.

A13. No conflict is anticipated. See Detail E Drawing M-95-503 and Detail A Drawing M-95-505 for transition details.

Q14. In response to Addendum #3, Q&A #59, please provide the GPM required to handle the bypass pumping for the drain valves, and where the suction and discharge points would be from/to.

Provide a complete drawing for this required bypass pumping system so we can figure on the distances required.

A14. See Drawing G-00-604 “Flow Rates” schedule. Contractor is responsible for the design and configuration of the bypass system, subject to Owner and Engineer approval in accordance with

Section 01 11 13 Paragraphs 1.13.C and 1.14.C.

Q15. Spec 40 05 19 page 6 - Flanged Coupling Adapters are specified as Romac FCA501's with anchor pins. Drilling holes in pipe walls for anchor pins will destroy he pipes integrity. Will the owner accept EBBA Megaflanges, Model #1200 as an equal for the required restraint?

A15. EBBA Megaflanges, Model #1200 may be considered an approved equal, pending shop drawing review.

Q16. Spec 40 05 19 page 6 - Dismantling Joints are currently specified as Viking Johnson but this is a

BABA project and Viking Johnson joints are made either in the U.K. or in China. Would the owner accept JCM Dismantling Joint Model #309 as an equal?

A16. Romac “DJ400” or Dresser “Style 131 Dismantling Joint” are two named alternatives. Alternative manufacturers may be approved pending shop drawing review.

Q17. In reference to the PW Main on Drawing C-03-103, the line size referenced is 10" HDPE. It ties in at the Chemical Building to a 6" WM. Note 7 on drawing c-03-103 references a detail C-08-503 for a backflow preventer using 6" DI. The hydrant valve referenced near the backflow preventer is a

10" PIV. Please clarify the PW line size and material designation as there seems to be conflicting sizes and pipe material.

A17. See Attachments 2 and 3.

Q18. Please confirm which PVC material classification (per Section 40 05 32) governs the buried 4" UW yard line and 10” PW, specifically, whether PVC-2 (Schedule 80, solvent-welded, ASTM D1785) applies, or whether a pressure-rated gasketed PVC pipe (e.g., AWWA C900, DR14/18/25) is intended for these buried water service line.

A18. See Attachment 2 and Attachment 7.

Q19. Please confirm the correct material for the 10" (and 6") Potable Water yard service line shown on

C-03-103, HDPE per the drawing, or PVC per the Pipeline Schedule. If HDPE is correct, please confirm the required DIPS or IPS sizing standard, SDR/pressure class, and jointing method (fusion, mechanical, etc.). If PVC is correct, please confirm the applicable class/standard (e.g., AWWA

C900, Schedule 40/80) and joint type, and confirm the drawing will be revised.

A19. See Clarification 3, and Attachments 2 and 3.

Q20. Please confirm the required copper tubing type for any buried water service lines on this project, specifically, whether soft-annealed Type K copper tubing (ASTM B88) is required for buried applications, as opposed to the CU-3 (Type L, hard drawn) classification in Section 40 05 17.

A20. See Attachment 2 for revised pipeline schedule.

Q21. Please confirm the required fitting type and joint method for buried copper service connections

(e.g., flared fittings per ANSI B16.26, compression fittings, or other approved buried-rated fittings), since Section 40 05 17 only specifies solder/brazed fittings conforming to ANSI B16.18 /

ANSI/ASME B16.22, which are not typically rated or accepted for direct-bury use.

A21. See Clarification 8.

Q22. Please confirm whether underground copper joints (if any) are permitted to be soldered/brazed, or whether all buried joints must be flared or compression-type with no buried solder joints, per standard water utility practice.

A22. See Clarification 8.
