About this file

Summary

This is Addendum III (Questions and Answers) for IFB B1881.26, issued by the City of Hagerstown, Maryland on July 24, 2026, for the Hagerstown Wastewater Treatment Plant Phase I Improvements Project. The project encompasses wastewater treatment infrastructure upgrades including construction, mechanical systems, electrical systems, instrumentation and controls, and structural improvements. Bids are due on August 18, 2026 at 2:00 P.M., with a base construction period of 540 calendar days from Notice to Proceed (later clarified as 700 days in Addendum II). The addendum contains sixty responses addressing bidder inquiries regarding specifications, drawings, equipment requirements, roofing systems, SCADA refactoring, heat tracing responsibilities, equipment removal documentation, electrical panel ratings, conduit sizing, junction box details, fixture mounting specifications, bid form attachments, wage rates, and project scheduling concerns. A mandatory pre-bid conference was held for bidders (not subcontractors), and bidders must acknowledge receipt of all addenda on their bid forms. The project includes allowances for additional site work ($100,000), structural improvements ($50,000), mechanical improvements ($50,000), electrical improvements ($100,000), concrete crack repair ($50,000), concrete surface repair ($50,000), asphalt resurfacing ($50,000), concrete paving ($50,000), and concrete sidewalk, curb and gutter ($50,000), totaling $550,000 in allowances plus a $2,200,000 contingency allowance not included in the Total Bid Price.

The bid includes a System Integrator Allowance for Micro-Tech Designs, Inc. of $450,847 and a base construction lump sum bid (amount not specified in addendum), with a unit price item for flowable fill (160 cubic yards estimated quantity). Bidders must submit wage rates according to Maryland prevailing wage determinations (both "Heavy" and "Building" classifications apply), bid security, proposed subcontractor and supplier lists, contractor's license documentation, and a bidder qualification statement. Liquidated damages of $10,000 per day apply for failure to achieve substantial completion. Key clarifications address equipment manufacturer lead times (particularly for 13.8 kV transformers exceeding 540 days), confirmation that Versico roofing systems are acceptable as equivalents to Carlisle Sure-Seal systems, and that SCADA refactoring from iFix to Ignition is not permitted. The hazardous materials survey (Attachment 3) identified asbestos-containing materials (2.6% Chrysotile in window caulk and 22.5% Chrysotile in shingles) and lead-based paint at the Abandoned Pump Station, with no PCBs detected above regulatory thresholds in sampled materials. Bid tabulation results will be posted on the City procurement website.

Bid No. B1881.26 Hagerstown Wastewater Treatment Plant Phase I Improvements Project

The attention to bidders submitting proposals for the above project is called to the following addendum that contains responses to all questions submitted by the prospective bidders. The items set forth herein, whether of omission, addition, substitution or clarifications are all to be included in and form part of the proposal submitted. This addendum shall take precedence or provide clarification.

All questions are sorted numerically as received from bidders and the response provided follows directly after each question submitted.

The above-mentioned Addendum follows.

QUESTIONS AND ANSWERS:

Q1. Would you be willing to allow a Versico contractor or two to provide a bid for this install?

A1. Section 07 53 23, Paragraph 2.1.B indicates “In order to indicate type, quality, and features required, this specification is based on Carlisle “Sure-Seal” fully adhered system. Equivalent roofing systems manufactured by other manufacturers may also be acceptable provided the requirements of these specifications are met.” BV has used Versico satisfactorily before, and may be considered equivalent.

Q2. Are the control panels, instrumentation, local PLC and HMI programming, also to be exclusive to Micro-Tech Designs or are these parts of the Instrumentation and Control open for bid? Also, would they be open to changing their SCADA from iFix to Ignition?

A2. Section 40 61 11, Paragraph 1.1 delineates the scope of supply for the System Integrator, and the pre-negotiated bid price in Section 00 41 00 does include the above mentioned items. Refactoring the plant SCADA from iFix to Ignition is not acceptable.

Q3. Can you point me in the direction of where the list of proposed suppliers and the required bidder qualification statement forms are in the specification manual?

A3. Bidder shall use the form titled “Section 00 43 31 – Equipment Questionnaire” for list of proposed suppliers. No form is provided for the qualification statement. Qualification statement shall include information as requested in Section 00 21 13, Article 3.01.

Q4. In reference to Specification 26 05 11 Part 2.14 Heat Trace, please verify the Heat Trace will be provided by the Mechanical Contractor and power only by Division 26. If not, please provide drawings showing all the Heat Trace required.

A33. This question will be addressed in a forthcoming addendum.

Q34. We request a bull float smooth finish on the backside of the precast wall panels in all areas. Acid-etch on the backside of these wall panels is neither practical nor effective in providing a consistent architectural finish.

A34. The request is declined. A bull float finish is not equivalent to an acid etch finish. Finishes are to be performed by the precast manufacturer in their factory without a need to touchup in the field, except where damaged during erection subject to Section 03 42 00 Paragraph 3.1.F.

Q35. Reference Section 01 11 13 – Work Covered by Contract Documents, section 1.21 Hazardous Environmental conditions at site. This section mentions surveys and assessments that were completed for hazardous materials. It mentions the contractor responsible for abatement.

However, I have been unable to locate these surveys and assessments. Will the contractor be responsible for abatement in the bid, or will the documents be provided for bidding?

A35. See Attachment 3.

Q36. Reference Section 01 11 13 – Work Covered by Contract Documents, section 1.17 Allowances and

Bid Form. Please confirm these allowances are for additional work not shown on the contract documents.

A36. Confirmed.

Q37. Please confirm the allowances and owner contingency are not to be included in the Total Bid Price.

A37. See Section 00 41 00 Paragraph 3.c. All items in Section 00 41 00 Paragraphs 3.a and 3.b are included in the Total Bid Price.

Q38. Section 32 92 00 – 3, 1.8 Lawn Maintenance. Please clarify how long the contractor is required to mow the newly established lawn.

A38. All lawns shall be maintained until Project Final Completion.

Q39. On sheet S-11-102 where the side mount guardrail and self-closing swing gate is shown, it is unclear what is supposed to be done at this location. This area is not shown on the building sections. Are we only providing new guardrails and swing gate at an existing platform? Please clarify the intent and provide an elevation or section cut.

A39. This question will be addressed in a forthcoming addendum.

Q40. Reference Sheets E-11-101 and E-11-601. One-line diagram shows EUH-001 through EUH-004.

Plan drawing shows EUH-001 through EUH-006, with #2,3,4,5 & 6 appearing bold as new. Please confirm which unit heaters are new and are to be fed from PP-HW.

A40. EUH-001 through EUH-004 are new. #5& #6 disconnects are shown in error. Disconnect switches shall be relabeled as shown in the following figure, corresponding to each adjacent unit heater.

Q41. Reference Sheet E-22-01. Is Panel PP-HW located in this electric room? Please confirm exact location.

A41. Panel PP-HW is located on equipment rack near the headworks building. See enlarged view detail

A on sheet E-01-401.

Q42. Reference Sheets E-01-401 and E-11-601. Is 11-WF-001 supposed to say 11-EF-001?

A42. Confirmed, relabel 11-WF-001 to 11-EF-001.

Q43. Reference Sheet E-25-602. Please confirm that all existing branch circuit cabling is to remain and be spliced in the new junction box and not pulled new to devices.

A43. All existing feeders are to be replaced with new wiring. Existing conduits shall be reused to the extent possible. See note 1 on sheet E-25-602.

Q44. Which documents in the Maryland Water Quality Revolving Loan Fund need to be submitted with the bid?

A44. See Requirements in Section 00 43 37.

Q45. We are currently doing a project similar to it for another large municipality that coordinated with the manufacturer ahead of time for a SWGR/SWBD setup on that project. The one we purchased didn’t need the medium voltage switchgear or the transformer and still was projected out to 65 weeks for their estimated delivery time. Transformers and anything medium voltage has had extremely long timelines and is frequently delayed even after it is approved, has there been any planning done in advance to try to cut down on manufacturing times? I am concerned that the 700 day timeline will not be enough time to get a multitude of competitive bids because most EC’s know the window for that equipment to be manufactured, delivered, and installed is a difficult timeline to make. I have already spoke to multiple manufacturers about what the timeline would be and they are concerned as well. Would it be possible to have a longer overall duration for the project? Has there been any pre-planned coordination with manufacturers over the delivery time from approval?

A45. See Addendum II, Clarification 2.

Q46. Confirm the existing stop gates at the headworks chamber are working and may be used to isolate flow for each structure to install temporary bulkheads as required.

A46. No stop gates are presently installed to isolate flow to the Headworks. See Section 01 11 13

Paragraph 1.14.D.1.

Q47. Provide the wage rates associated with the project of the decision number for the rates. The website does not show the water & sewer rates.

A47. It is anticipated that both the ‘Heavy’ and ‘Building’ wage rates may apply. The Department of

Labor Fact Sheet #66D: Application of General Wage Determinations to Davis-Bacon and Related Act Projects and Department of Labor All Agency Memorandum 251 are to be referenced. See Attachment 2 for the wage rates.

Q48. Can the date for questions be extended.

A48. Question deadline was extended, per Addendum I.

Q49. Can the bid date be extended.

A49. See Addendum II, Clarification 1.

Q50. Is there anything in the spec manual in regards to the bid opening details, and the city’s website just says “N/A” for the bid opening details. Can we get clarification from them on where/when/how the bid results will be available?

A50. The Bid Tabulation will be made available on the City procurement website.

Q51. The Bidding Documents propose a base construction period for project substantial completion at

540 calendar days from Notice to Proceed. Information received from the specified electrical manufacturers states the manufacturing/delivery period after approval is obtained for 13.8 kv transformers likely exceeds the 540 calendar days construction period. The Liquidated damages are $10,000.00 per day for Substantial completion. The procurement period of the identified 13.8 kV transformers may extend up to 130 weeks (910 calendar days) from initial submittal preparation to site delivery. Please extend the performance period to 1,080 calendar days to enable timely procurement and completion of the work defined in the bidding documents.

A51. See Addendum II Clarification 2.

Q52. Will CAD files for this project be made available to bidders? If so, could you please advise on how and when they can be accessed?

A52. CAD files will not be made available to bidders. The awarded Contractor may receive digital design files in Accordance with Section 01 11 13 Paragraph 1.25.

Q53. Pg. 004100-3 The Total for all Lump Sum for Allowances says $500,000. Shouldn’t that be

$550,000?

A53. Correct. For the sake of clarity, delete Section 00 41 00 in its entirety. Replace with Attachment 1.

Q54. Pg.004100-4, para.c “Total Bid price”. Does that price include all the allowances and the contingency allowance?

A54. See A37 above.

Q55. Can you please let me know how long the warranty bond is required to be in place?

A55. In accordance with Section 00 72 00 Paragraph 15.08, the Warranty Correction Period is defined;

however, note the following: Add the following paragraph to the end of Section 00 73 00 Paragraph

SC-15.

SC-15.08 Revise Paragraph 15.08.A to the following: If within one year after the date of

Substantial Completion Final Completion (or such longer period of time as may be prescribed by the Supplementary Conditions or the terms of any applicable special guarantee required by the

Contract Documents), Owner gives Contractor written notice that any Work has been found to be defective, or that Contractor’s repair of any damages to the Site or adjacent areas has been found to be defective, then after receipt of such notice of defect Contractor shall promptly, without cost to

Owner and in accordance with Owner’s written instructions:

Q56. Where existing grating at the headworks building is to be replaced with FRP odor controls control covers, can the existing metal support system be reused?

A56. Existing metal supports shall not be reused at the Headworks.

Q57. At the pre-bid meeting, there was a very nice slide show presentation shown for this project. Would you please send this presentation to me?

A57. The slide show will not be made available.

Q58. I am interested in bidding as a subcontractor but I was not able to make it to the mandatory pre-bid meeting, do I still qualify? If yes, can one subcontractor company be part of multiple prime teams?

A58. Pre-bid Conferences are mandatory for Bidders, which would not include Subcontractors, in accordance with Section 00 21 13 Article 4. Section 00 21 13 Article 11 does not prohibit a single subcontractor from being retained by multiple Bidders.

Q59. Based on the contract documents, it is assumed there will not be any bypass pumping required for the influent at the headworks facility to perform the required work. Confirm the plant drain can be isolated when installing the new knife gate valves.

A59. Bypass pumping is required for replacement of the Plant Drain Valves in accordance with Section 01 11 13 Paragraph 1.14.D.1.b. Bypass pumping may or may not be required, according to Contractor’s means and methods. See Section 01 11 13 Paragraph 1.14.D.1.

Q60. Confirm primary clarifier #2 can be isolated when installing the new slide gate in the primary effluent junction box.

A60. See Section 01 11 13 Paragraph 1.14.D.2.a.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between January 1, 2015 and January 29, 2022, and that have not been renewed or extended on or after January 30, 2022. Executive Order 13658 does not apply to contracts subject only to the Davis-Bacon Related Acts regardless of when they were awarded. If a contract is subject to Executive Order 13658, the contractor must pay all covered workers at least $13.65 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract from May 11, 2026, through December 31, 2026. The applicable Executive Order minimum wage rate will be adjusted annually.

Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after

7/23/26, 3:24 PM SAM.gov https://sam.gov/wage-determination/MD20260126/2 2/5 award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.

Union Rate Identifiers

A four-letter identifier beginning with characters other than SU, UAVG, SA, or SC denotes that a union rate was prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.

Union Average Rate Identifiers

The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:

UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.

A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.

Survey Rate Identifiers

The SU identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.

7/23/26, 3:24 PM SAM.gov https://sam.gov/wage-determination/MD20260126/2 3/5

SU wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).

State Adopted Rate Identifiers

The SA identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the SA identifier took effect under state law in the state from which the rates were adopted.

WAGE DETERMINATION APPEALS PROCESS
