About this opportunity
Gainesville Regional Utilities (GRU), operating under the jurisdiction of Alachua County and Graceville City in Florida, is soliciting responses for a General Service Agreement to procure standardized lift station control panels. GRU seeks to establish contracts with one or more panel builders to supply seven line items: 20 HP 480 VAC 3-phase panels, 47 HP 480 VAC 3-phase panels, 10 HP 240 VAC 3-phase panels, 20 HP 240 VAC 3-phase panels, 47 HP 240 VAC 3-phase panels, GRU Standard Remote Telemetry Unit (RTU) panels, and GRU Standard Demarcation Boxes. All electrical control panels must be designed and fabricated by UL 508A certified panel shops in strict conformance with GRU's proprietary lift station panel drawings and technical specifications, which include detailed schematic requirements, component specifications, and bill of materials. Respondents must provide unit pricing and lead times for each line item, with all pricing stated as firm and inclusive of applicable taxes, and must submit complete documentation including proof of five years of Florida business registration, current UL 508A certification, drug-free workplace certification, anti-human trafficking affidavit, and proof of liability insurance with minimum coverage of $1,000,000 Commercial General Liability, $500,000 Automobile Liability, and statutory Workers Compensation. Award will be made to the best evaluated respondent or respondents based on lowest fixed unit cost, lead time, delivery terms, and compliance with GRU specifications. The inquiry deadline for questions is 5:00 PM on Tuesday, February 3, 2026, and responses must be submitted electronically via the GRU e-Procurement Portal by 2:00 PM on Monday, February 16, 2026. The contract term commences on March 1, 2026, and terminates on February 28, 2029, with options for two additional 2-year renewal periods and an additional six-month extension.
GRU has indicated no specific set-aside designations or restrictions on respondent eligibility in the available solicitation documents, and no incumbent vendors or current contractors have been identified. All materials shall be delivered FOB Destination with freight included to the Kanapaha Water Reclamation Facility in Gainesville, Florida. GRU plans to purchase a minimum of five lift station panels annually under this agreement, with developers building new lift stations in GRU's system required to procure standardized panels through this agreement, ideally by piggybacking on the General Service Agreement, to ensure system-wide consistency. Contract price adjustments may be requested by the contractor at least 60 calendar days prior to each contract anniversary date, with increases capped at the lower of 5 percent or the relevant Producer Price Index or Consumer Price Index for the previous 12 months as published by the U.S. Department of Labor. Subcontractors are not permitted for this procurement. While specific budget or award values are not disclosed in the solicitation documents, the anticipated annual purchase volume of at least five panels across multiple voltage and horsepower configurations suggests a substantial multi-year contract value over the initial three-year term plus potential renewal periods.
