About this file

This is a technical specifications document for standardized lift station electrical control panels issued by Gainesville Regional Utilities (GRU), operating under the jurisdiction of Alachua County and Graceville City in Florida. The specification covers the manufacture, supply, and delivery of electrical components for wastewater lift station construction and rehabilitation projects. GRU is procuring seven line items of standardized panels: 480V 20HP and 47HP three-phase panels for new construction, and 208V/240V 10HP, 20HP, and 47HP three-phase panels for rehabilitation of existing stations, along with Remote Telemetry Unit (RTU) panels and Demarcation Boxes. All panels must conform to GRU's proprietary lift station drawings and comply with applicable standards including the National Electrical Code (NEC), NEMA standards, Underwriters Laboratories (UL) requirements, and NFPA standards. Respondents must submit shop drawings within two weeks of purchase order, including detailed panel layouts, bills of materials with manufacturer specifications, wiring diagrams, and identification of any deviations from GRU standards. All panels shall be boxed and crated for protection during shipment and delivery to the Kanapaha Water Reclamation Facility at 3901 SW 63rd Boulevard, Gainesville, Florida 32608. The contract term commences March 1, 2026, and terminates February 28, 2029, with options for two additional two-year renewal periods and a six-month extension.

All electrical control panels must be designed and fabricated by UL 508A certified panel shops with current certification required at time of bid submission. Panel nameplates shall comply with UL, NEMA, NEC, and OSHA requirements, with black-faced laminated phenolic material featuring engraved lettering and approximate dimensions specified in GRU's standard drawings. Respondents must provide unit pricing and lead times for each line item with all pricing stated as firm and inclusive of applicable taxes, with materials delivered FOB Destination including freight costs. Proof of five years of Florida business registration, current liability insurance with minimum coverage of $1,000,000 Commercial General Liability and $500,000 Automobile Liability, statutory Workers Compensation coverage, drug-free workplace certification, and anti-human trafficking affidavit are required. GRU plans to purchase a minimum of five lift station panels annually, with developers building new lift stations in GRU's system required to procure standardized panels through this agreement to ensure system-wide consistency. Contract price adjustments may be requested at least 60 calendar days prior to each contract anniversary date, with increases capped at the lower of five percent or the relevant Producer Price Index or Consumer Price Index for the previous 12 months. Subcontractors are not permitted for this procurement.
