Summary of GRU Lift Station Panel Scope of Work

This Scope of Work document outlines the manufacturing and delivery requirements for Gainesville Regional Utilities (GRU), operating under Alachua County and Graceville City in Florida. The procurement encompasses the manufacture, supply, and delivery of five standardized lift station pump control panels (PCPs) in various voltage and horsepower configurations: 208V/240V full voltage non-reversing (FVNR) up to 10 HP (100A), 208V/240V solid state reduced voltage (SSRV) in 20 HP (200A) and 47 HP (400A) versions, and 480V SSRV in 20 HP (200A) and 47 HP (200A) versions. Additionally, the contract includes one standard Remote Telemetry Unit (RTU) panel uniform across all pump panel sizes and one standard Demarcation Box with the largest terminal box and adjacent jumper provided for bidding purposes. The contract term runs from March 1, 2026, through February 28, 2029, with two optional two-year renewal periods and an additional six-month extension available. The inquiry deadline for questions is 5:00 PM on Tuesday, February 3, 2026, with responses due electronically via the GRU e-Procurement Portal by 2:00 PM on Monday, February 16, 2026.

All electrical control panels must be designed and fabricated by UL 508A certified panel shops in strict conformance with GRU's Standard Lift Station Panel Drawings and Technical Specifications. Respondents must provide unit pricing and lead times for each line item, with all pricing stated as firm and inclusive of applicable taxes. Required documentation includes proof of five years of Florida business registration, current UL 508A certification, drug-free workplace certification, anti-human trafficking affidavit, and proof of liability insurance with minimum coverage of $1,000,000 Commercial General Liability, $500,000 Automobile Liability, and statutory Workers Compensation. Award will be made to the best evaluated respondent or respondents based on lowest fixed unit cost, lead time, delivery terms, and GRU specification compliance. All materials shall be delivered FOB Destination with freight included to the Kanapaha Water Reclamation Facility in Gainesville, Florida. GRU anticipates purchasing a minimum of five lift station panels annually, with developers building new lift stations in GRU's system required to procure standardized panels through this agreement to ensure system-wide consistency. Contract price adjustments may be requested at least 60 calendar days prior to each contract anniversary, with increases capped at the lower of 5 percent or the relevant Producer Price Index or Consumer Price Index for the previous 12 months. Subcontractors are not permitted for this procurement.
