Pricing is time-and-materials with separate hourly rates for regular hours (7:00 a.m. to 5:00 p.m., Monday through Friday), after-hours (5:01 p.m. to 6:59 a.m., Monday through Friday), and weekend and County holiday hours. Materials, permits, rental equipment, and approved subcontractor work are reimbursed at actual cost; freight is reimbursed at actual cost with no markup.

Respondents must hold an active California Secretary of State registration, a Class B General Building Contractor license from the California Contractors State License Board, and a minimum of five continuous years of experience performing similar maintenance work for municipal, commercial, or industrial entities with at least one public agency reference. Respondents must maintain valid D-U-N-S and UEI numbers prior to award.

Evaluation comprises Phase 1 written response (500 points), Phase 2 presentation/interview (400 points), and Phase 3 cost proposal (100 points). Written scoring emphasizes firm background and qualifications (175 points), key personnel and staffing (150 points), and work plan quality and approach (125 points).
