Pricing is submitted as hourly labor rates for General and Electrician categories across four periods: weekdays 7:00 AM to 5:00 PM, weekdays 5:00 PM to 7:00 AM, weekends, and holidays. Bid prices must remain firm for the entire term, with any decreases automatically extended to the County. Under the model contract, labor is billed at actual time to the nearest quarter hour, materials are reimbursed at invoice cost plus a 15 percent markup, and no price increase is permitted in the first year. Later adjustments require 30 days' written notice and documented cost increases. The initial term is three years effective January 1, 2027, with no automatic renewal absent Board of Supervisors approval, which is also required for annual values above $200,000 or multi-year values above $1,000,000. Payment is net 30 after invoice approval. Bids remain valid for 365 days after closing.
The County may make multiple awards, reject any or all bids, defer award for up to 180 days, and use County staff or alternate contractors if performance is deficient.
