About this opportunity

The Kenton County Airport Board (KCAB) is soliciting sealed bids through an Invitation for Bid (IFB) for the Furnish & Install Equipment – Industrial HVAC Rehabilitation & Efficiency Program – Phase I at Cincinnati/Northern Kentucky International Airport (CVG). This procurement involves the comprehensive replacement of critical HVAC infrastructure components across four passenger buildings, including five cooling towers for terminal HVAC systems, eight cooling towers for Concourse B HVAC systems, eight boilers in passenger facilities, a 500kW emergency generator in Concourse A, chiller equipment, electrical gear, pumps, piping, and the integration of building automation system (BAS) controls to replace legacy pneumatic control systems with modern digital platforms. Key objectives include modernizing aging mechanical and electrical systems over 30 years old, improving energy efficiency through condensing boiler technology and variable frequency drives, enhancing system reliability and maintainability, and creating a scalable, digitally integrated airport infrastructure. Bidders must hold current Kentucky HVAC and electrical licenses, be certified installers and distributors of proposed equipment, demonstrate financial responsibility and competency through past contract history, and provide safety evaluation documentation including DART rates and Workers' Compensation Experience Modification Rates. The project commences within 10 calendar days of the Notice to Proceed and must achieve Substantial Completion by December 1, 2026, with final project closeout within 30 days thereafter. Sealed proposals are due on Thursday, May 22, 2025 at 2:00 p.m. Eastern Time, with a mandatory pre-bid meeting and site visit scheduled for Thursday, May 8, 2025 at 10:00 a.m. at CVG Centre in Erlanger, Kentucky. All work items are guaranteed for one year from the date of Final Acceptance.

This procurement is subject to multiple federal requirements and non-discrimination provisions, including Davis-Bacon prevailing wage rates, Buy American provisions, Executive Order 11246 on Affirmative Action, and equal employment opportunity regulations. The KCAB emphasizes full and fair opportunity for disadvantaged business enterprises (DBEs) and prohibits discrimination based on race, color, national origin, creed, sex, age, or disability. Bidders must provide a proposal bond of at least 5% of the total bid amount and comply with federal debarment certifications and non-debarment requirements. The project is funded through a combination of federal grants and local airport capital improvement funds, though specific contract award values are not disclosed in the bid documents and will be determined based on submitted proposals. Contractors must adhere to strict airport safety and security protocols, including escort requirements and badging procedures for personnel working in the Airport Operations Area, and maintain books and records for three years after the contract year. All selected contractors must provide performance and payment bonds each for 100% of the contract amount from a surety company rated at least "A" by Best Insurance Reports. The project's technical requirements mandate compliance with Kentucky Building Code, NFPA standards, and ASHRAE guidelines, with integration into existing Honeywell and Automatic Logic Controller systems.
