About this opportunity

The Town of Manchester Water and Sewer Department is requesting proposals to furnish and install inserts for Siphon No. 1 and Siphon No. 3 at the Globe Hollow Water Treatment Facility in Manchester, Connecticut, with proposals due November 17, 2026 at 11:00 a.m. and a non-mandatory pre-bid meeting on November 3, 2026 at 125 Spring Street. Connecticut prevailing wage requirements under General Statutes Section 31-55a apply — a decision-flipping constraint requiring compliance with established wage rates and fringe benefits, certified payroll submission, and OSHA 10-hour construction safety training for all employee personnel.

The scope encompasses replacement of siphon pipe inserts, float assemblies, idler assemblies, skid plate assemblies, drive assemblies, and cone valve assemblies, with repair of associated discharge valves in the trough. Finished work must match repairs already completed on Siphon Nos. 2 and 4. All components must be NSF/ANSI 61 compliant for potable water service. The Town will drain both sedimentation basins prior to work commencement. Siphon No. 1 must be completed and returned to service first, followed by Siphon No. 3. The water treatment plant will remain operational throughout the project; work sequencing may adjust based on operational needs. Detailed technical specifications are provided across multiple drawings and specification documents posted October 13, 2026.

Evaluation criteria are familiarity with Globe Hollow Water Treatment Plant (25 points), project schedule (25 points), and total project price (50 points). All bids must include a bid bond or certified cashier's check equal to five percent of the total bid price, guaranteed for 90 days. The successful contractor must furnish performance and labor/materials bonds equal to 100 percent of the contract price within ten business days of award. Insurance requirements include workers' compensation, commercial general liability of $1 million combined single limit per occurrence, automobile liability of $1 million, and umbrella/excess coverage of $1 million, with the Town named as additional insured on a primary and non-contributory basis. Questions are due November 10, 2026. Responses must be submitted electronically through the Town of Manchester's OpenGov procurement portal.
