About this file
This is a Prevailing Wage Rate Information document issued by the Connecticut Department of Labor applicable to the Town of Manchester Water and Sewer Department's project to furnish and install inserts for siphons at the Globe Hollow Water Treatment Facility. The project involves replacing Siphon No. 1 and Siphon No. 3 and repairing associated discharge valves in the trough to match repairs completed on Siphon Nos. 2 and 4. Both sedimentation basins housing the siphons will be drained by the Town prior to work commencement, with Siphon No. 1 scheduled for completion first, followed by Siphon No. 3. The plant will remain operational during construction. Prevailing wage rates are effective July 1, 2025, and are subject to annual adjustments each July 1st for the project duration, with contractors responsible for obtaining updated rates from the Connecticut Department of Labor website at www.ct.gov/dol.
All on-site workers and those performing custom offsite fabrication of plumbing, heating, cooling, pipefitting, ventilation, or exhaust duct systems must be paid prevailing wage rates according to their appropriate mechanic, laborer, or worker classification. Prevailing wage requirements apply to all persons performing work regardless of ownership position within the business entity. Apprentices must be paid the appropriate percentage of journeymen hourly base rates and fringe benefits, with a minimum ratio of one full-time journeyperson per apprentice. Certified payrolls must document all hours worked and wages paid. Additional wage premiums apply for hazardous material removal ($3.00 per hour), trainers ($3.00 over wage rate), mixer drivers night premium ($2.00), and crane operations based on boom size ($1.50 to $10.00 extra). Contractors should direct prevailing wage questions to the Connecticut Department of Labor's Wage and Workplace Standards Division at (860) 263-6790 or dol.prevailingwage@ct.gov.
