About this opportunity
Gallup-McKinley County Schools (GMCS) in New Mexico issued Invitation to Bid ITB-2026-36GH on March 6, 2026, for a firm fixed price contract to establish an indefinite quantity agreement for fuel tank system maintenance and repair services. The procurement seeks qualified bidders to provide internal and external repairs, mechanical services, parts, maintenance, testing, inspections, and component/attachment services for GMCS-owned fuel dispensing and control units (ATG) and associated equipment across multiple facility locations throughout McKinley County, with the primary location at the GMCS Motor Pool in Gallup. Deliverables include services on pump housing, pumps, piping, motors, belts, seals, gaskets, metering devices, filters, valves, wiring, nozzles, hoses, vents, tank devices, check valves, drop tubes, vapor recovery components, and tank pad maintenance on an as-needed basis. Qualified bidders must be regularly engaged in providing these services and demonstrate an established satisfactory record of performance; all work must comply with New Mexico prevailing wage rates and be performed by qualified, licensed, and certified personnel in accordance with manufacturer specifications and all applicable federal, state, and local regulations. Bidders must submit pricing on a firm fixed price basis with parts priced as a discount off the current manufacturer's published list price; cost-plus pricing is not acceptable, with shop supplies not to exceed 6 percent of total labor cost per job (maximum $300) and environmental fees not exceeding 3 percent of job total (maximum $100). The pre-bid conference is scheduled for March 10, 2026, at 10:00 AM (MDT) via Microsoft Teams, with sealed bids due by 2:00 PM local time on March 24, 2026, through the GMCS Bonfire eBidding portal; the contract term extends from award through June 30, 2026, with optional automatic renewal for nine additional one-year periods through June 30, 2035.
New Mexico Resident Preference is available to resident businesses, resident contractors, or resident veterans who submit valid Resident Preference Certificates issued by the New Mexico Taxation and Revenue Department; resident veteran businesses with prior year revenue not exceeding $3 million are eligible for a 10 percent preference discount, though preferences are non-cumulative and reduced proportionally for joint bids involving nonresident businesses. The procurement does not contain specific small business set-asides, disadvantaged enterprise designations, or identified incumbent vendors. Successful bidders must provide Certificates of Insurance naming GMCS as additional insured, with minimum coverages including $1,000,000 per occurrence and $2,000,000 aggregate for commercial general liability and $1,000,000 combined single limit for comprehensive automobile liability; Performance and Payment/Material Bonds at 100 percent are required for orders valued over $25,000, and bid bonds of not less than five percent of the bid amount must accompany submissions for awards of $5,000 or more. GMCS reserves the right to make multiple awards to accommodate various manufacturers and service specialties, and no minimum purchase quantities are guaranteed under this indefinite quantity contract. The solicitation does not specify a total budget or award value; pricing will be evaluated on individual items and overall cost competitiveness, with the District retaining the right to reject any or all bids and cancel the contract for convenience with thirty days' written notice.
